The 2008 RussiaβGeorgia war (the five-day war of 8β12 August 2008) [TBD-VERIFY: a dedicated 2008 Russia-Georgia war anchor document is provisionally indexed as RU-A-05 in the country block taxonomy but has not yet been written; future cross-reference to be added once that document exists] produced a severe Russian-MoD doctrinal and equipment-performance shock that accelerated the modernisation agenda; the 2010 launch of the GPV-2020 programme operationalised the modernisation ambition with a 19β20-trillion-rouble multi-year commitment; and the 2012 elevation of Sergei Shoigu to the Ministry of Defence (replacing Anatoly Serdyukov in the wake of the Oboronservis corruption scandal) restored a politically sustainable MoDβdefence-industrial-complex working relationship after the Serdyukov-era reform shock.
The 2014β2021 cycle was structured by the post-Crimea sanctions and the first wave of Western technology-export constraints. The 18 March 2014 Crimea annexation triggered the EU and US sanctions packages that, in their defence-related dimensions, prohibited the supply of military-grade dual-use components, certain machine-tool categories, and specific microelectronics to Russian defence-industrial end-users; the 2014 cancellation of the French Mistral helicopter-carrier sale (after the contract had been signed in 2011 for two ships) was the most visible single sanctions consequence. The Russian response was the launch of an import-substitution programme under Minpromtorg coordination, with marked federal-budget support and Rostec implementation across the affected component-and-system categories. Through 2014β2021, the import-substitution programme achieved partial success β particularly in the artillery, small-arms, and lower-tier electronics sectors β but did not resolve the high-end microelectronics, optics, and machine-tool dependencies that the 2022 sanctions intensification would expose. The 2018 launch of the GPV-2027 programme (covering 2018β2027, with approximately 20 trillion roubles commitment) extended the GPV-2020 architecture into the next decade with adjusted priorities reflecting the post-Crimea security environment and the Syria-intervention operational lessons.
The 2022β2025 cycle is the principal subject of this document. The 24 February 2022 invasion triggered an immediate Russian-MoD recognition that the pre-war GPV-2027 procurement trajectory was inadequate to the wartime operational demand, and the wartime mobilisation logic β formalised through the October 2022 Decree 1136-31 and the parallel Promsvyazbank war-finance architecture β implemented a tripling of the GOZ between 2021 and 2024, a three-shift production reorganisation across the principal Rostec subsidiaries, and the construction of external supply-chain arrangements with Iran (loitering munitions) and the DPRK (artillery shells and tactical ballistic missiles). The May 2024 Belousov MoD appointment and the parallel anti-corruption purge β operationalised through the FSB-Investigative Committee arrests of Timur Ivanov, Yury Kuznetsov, Vadim Shamarin, Pavel Popov, Vladimir Verteletsky, and the broader sequence through 2024β2025 β constituted the second-order institutional response to the cost-discipline failures that the rapid 2022β2024 GOZ scale-up had produced.
The 2025 wartime production plateau, the early-2025 Trump-2 negotiation track (see RU-D-06), and the forward-view sustainability question constitute the period this document analyses through to the corpus's May 2026 update horizon.
3. The 23 November 2007 Rostec Founding and the Chemezov Consolidation Logic
The 23 November 2007 establishment of the State Corporation "Russian Technologies" (Gosudarstvennaya korporatsiya "Rossiyskie tekhnologii") β subsequently renamed Gosudarstvennaya korporatsiya "Rostekh" (Rostec State Corporation) in 2014 β was effected by Federal Law 270-FZ of 23 November 2007 [TBD-VERIFY: precise Federal Law number and signing date]. The law was signed by Vladimir Putin in the final months of his second presidential term (the May 2008 transition to the Medvedev presidency was approximately six months distant) and constituted one of the most consequential institutional acts of the late-Putin-second-term consolidation, alongside the December 2007 Gazprom-Medvedev-chairmanship arrangements and the broader pre-transition institutional locking-in that the corpus reads as preparing the ground for the 2008β2012 tandem (see RU-A-01).
The institutional context was the convergence of three sets of factors. First, the recognition by the Putin first-circle inner ring (Putin, Sechin, Patrushev, Ivanov, Chemezov, Volodin's predecessor on the legislative side) that the defence-industrial sector's continued fragmentation was a structural impediment to the modernisation ambitions that the rising oil-revenues envelope made fiscally feasible. Second, the success of the 2000β2007 Rosoboronexport consolidation under Chemezov β by 2007, Rosoboronexport had grown into the world's second-largest arms-export agency by volume (after the United States Foreign Military Sales channel), with approximately $7 billion in annual export revenue [TBD-VERIFY: precise 2007 Rosoboronexport export figure] β demonstrated that institutional consolidation could produce cash-generating performance improvements. Third, the personal-political position of Chemezov, with his Dresden-era KGB-station overlap with Putin and his 1990s Promexport-and-Rosoboronexport career, gave the Putin inner circle confidence that the consolidated state-corporation form could be operated as a Putin-aligned institutional asset rather than as an independent power centre.
Sergei Viktorovich Chemezov, born 20 August 1952 in Cheremkhovo, Irkutsk Oblast, was educated at the Irkutsk Institute of National Economy (graduated 1975), joined the KGB First Chief Directorate (the foreign-intelligence directorate) in 1980, and served in Dresden, GDR, from approximately 1983 through to the German reunification window β the same Dresden station where the young Vladimir Putin served from 1985 to 1990. The Chemezov-Putin Dresden overlap is documented in the First Person Putin interview-memoir (2000) and in Catherine Belton's Putin's People (2020); the precise nature of the working relationship in the Dresden period is contested in the historiographical literature, but Chemezov's subsequent post-1991 trajectory β return to Russia in 1990, position at the Soviet-era Soyuztransit foreign-trade body, then progressive elevation through the post-Soviet foreign-trade-and-arms-export institutional architecture under successive Yeltsin-era reorganisations β converged with Putin's Moscow elevation in 1996β1999 and produced the institutional partnership that the 2007 Rostec founding capstoned. By 2024, Chemezov had been at the head of Rostec for seventeen years β making him one of the longest-serving heads of a major Russian state institution in the Putin era, comparable in tenure only to Igor Sechin at Rosneft, Alexei Miller at Gazprom, and Sergei Lavrov at the Foreign Ministry.
The 2007 founding law established Rostec as a state corporation (gosudarstvennaya korporatsiya) β a juridical form that the post-2007 Russian institutional architecture used for a small number of strategic-sector consolidations (alongside Rosatom, the Deposit Insurance Agency, and Vnesheconombank, subsequently restructured as VEB.RF). The state-corporation form has distinctive juridical features: it is wholly state-owned but is not subject to the privatisation programme; it operates outside the standard joint-stock-company governance framework; its property is the property of the state corporation rather than of the Russian Federation directly; it is subject to a specific accountability architecture that runs through the President and the Government rather than through standard regulatory channels; and it is exempted from certain public-procurement and transparency requirements that apply to standard state enterprises. These features were the institutional design that the 2007 Rostec consolidation required: the absorption of approximately 700 enterprises across the defence-and-civil-industrial space required a juridical envelope flexible enough to accommodate significant cross-subsidisation, internal reorganisation, and strategic capital-allocation discretion.
The Chemezov consolidation logic was articulated in his 2007β2010 interviews and Federal Assembly addresses around three principles. First, the principle of production-chain integration: the consolidation of platform-producers (UVZ for tanks; UAC for combat aircraft; Helicopters of Russia for helicopters) with their component-and-subsystem suppliers (Russian Electronics; the materials-science enterprises) to capture the supply-chain rents and to enable coordinated capacity-expansion decisions. Second, the principle of export-and-domestic linkage: the use of Rosoboronexport's cash-generating arms-export channel to subsidise the domestic-MoD-procurement architecture, which the post-2010 GPV-2020 scale-up would notable expand. Third, the principle of strategic-autonomy reserve: the maintenance within Rostec of dual-use civil-industrial capacity that would constitute a strategic-autonomy reserve in the event of Western sanctions or supply-chain disruption β a principle that the 2014 Crimea sanctions and the 2022 invasion-sanctions subsequently activated.
The 2007β2014 consolidation period progressively absorbed the principal subsidiaries. The UVZ-Uralvagonzavod absorption was effected through the 2011 transfer of state-share to Rostec (with subsequent reorganisation through 2017β2020 that placed UVZ within the Rostec Armoured Vehicles Concern); the UAC-United Aircraft Corporation was established as a separate state holding in 2006 under Presidential Decree and subsequently brought into Rostec coordination in 2018 (with the formal Rostec-UAC integration completed in 2020); Helicopters of Russia was consolidated in 2007 and integrated into the Rostec subsidiary architecture from 2009; Kalashnikov Concern was consolidated in 2013 from the Izhmash and Izhevsk Mechanical Plant predecessors. By 2020, the Rostec perimeter encompassed approximately 800 enterprises (with subsequent expansion to approximately 900 by 2024 [TBD-VERIFY: precise enterprise count]), approximately 600,000β700,000 employees, and annual consolidated revenue of approximately 2 trillion roubles (pre-2022) rising to reportedly 3β4 trillion roubles by 2024 under the wartime GOZ expansion [TBD-VERIFY: precise Rostec consolidated revenue figures].
The principal institutional exception to the Rostec consolidation perimeter was Almaz-Antey, the air-defence-system producer (S-300/400/500 family; Tor; Buk; Pantsir coordination), which remained formally outside the Rostec holding under direct state ownership. The Almaz-Antey exception is structurally significant: as the corpus's principal air-defence producer and a critical strategic-nuclear-defence asset, Almaz-Antey's separate juridical status preserved direct Presidential and Defence-Ministry control over the air-defence procurement architecture without intermediation through Rostec governance. The Almaz-Antey CEO position has been held since 2014 by Yan Novikov; the company employed approximately 130,000 workers across its principal facilities in St. Petersburg, Nizhny Novgorod, Kirov, Yekaterinburg, and the broader Russian air-defence-production geography by 2024 [TBD-VERIFY: precise Almaz-Antey employment figure].
4. The Rostec Holding Architecture β Almaz-Antey, UVZ, UAC, Russian Helicopters, Kalashnikov, KAMAZ, Russian Electronics
The mature Rostec holding architecture (and the Almaz-Antey separate-state-ownership coordination) as of 2024 spans the principal Russian defence-industrial-system producers across the air-defence, armoured-vehicle, combat-aircraft, helicopter, small-arms-and-loitering-munition, heavy-vehicle, and electronics sub-sectors. This section sets out the principal subsidiaries and their wartime mobilisation roles, drawing on the Rostec annual reports, the SIPRI Top 100 Arms-Producing Companies dataset, the Cooper-CREES institutional histories, and the post-2022 Luzin and Kluge analytical reconstructions.
Almaz-Antey Air and Space Defence Concern (formally outside Rostec but coordinated through the broader defence-industrial architecture): the principal Russian air-defence producer, with the S-300 family (S-300P, S-300V, and variants β the late-Soviet and post-Soviet long-range air-defence baseline), the S-400 Triumf (deployed from 2007 onwards, with the export contracts to China, India, TΓΌrkiye, and others), the S-500 Prometey (intended for serial deployment from the early 2020s, with the actual deployment trajectory reportedly delayed by component-and-electronics constraints β see Section 9 below). Almaz-Antey also coordinates the Iskander 9K720 short-range ballistic-missile system production (through the Votkinsk Plant subsidiary) and the Kalibr 3M14 land-attack and 3M54 anti-ship cruise-missile family (through the Novator Design Bureau in Yekaterinburg). Uralvagonzavod (UVZ) β the Stalin-era Soviet-tractor-and-tank factory in Nizhny Tagil, Sverdlovsk Oblast, the world's largest single tank-production facility by output capacity through the post-Soviet period. UVZ produces the T-72B3M (the principal upgraded T-72 variant, with the modernised fire-control system and explosive-reactive-armour package), the T-90M Proryv (the second-generation post-Soviet main-battle tank with advanced fire-control, the Relikt explosive-reactive-armour package, and the Kalina fire-control system; serial production from 2020), and the T-14 Armata (the next-generation universal-platform main-battle tank that the GPV-2020 programme had targeted for serial deployment from 2015β2018; actual serial production has reportedly remained in single-digit annual delivery through 2024 [TBD-VERIFY: precise T-14 serial-delivery count by end-2024]). UVZ also coordinates the Omsktransmash subsidiary that produces the T-80BVM (the upgraded T-80 variant with the gas-turbine power-plant, particularly suited to cold-climate operations) and the broader Russian armoured-vehicle production architecture. Helicopters of Russia (Russian Helicopters) β the consolidated rotorcraft holding within Rostec, comprising the Mil and Kamov design-bureaux-and-production-facility lineages. The principal production lines are the Mi-8/17 medium transport family (the most widely produced military and civil rotorcraft in the world; production at the Kazan and Ulan-Ude facilities), the Mi-26 heavy transport, the Mi-28N Night Hunter attack helicopter (production at Rostov-on-Don), the Mi-35M attack helicopter (an upgraded Mi-24 variant), the Ka-52 Alligator attack-and-reconnaissance helicopter (production at Arsenyev, Primorsky Krai), and the Ka-32 civil-and-coast-guard helicopter. Russian Helicopters employed approximately 35,000 workers as of 2020 [TBD-VERIFY]. The wartime mobilisation has been particularly visible in the Ka-52 production scale-up β the Ka-52 has been the principal Russian attack-helicopter platform on the Ukrainian battlefield with material documented combat losses (the Conflict Intelligence Team's loss-tracking through 2022β2025 has documented approximately 60β80 Ka-52 losses [TBD-VERIFY: precise loss figure]) and the Arsenyev production-line has reportedly scaled to approximately 30β40 units per year by 2024 [TBD-VERIFY].
Kalashnikov Concern β the consolidated small-arms-and-loitering-munition holding within Rostec, established in 2013 from the Izhmash and Izhevsk Mechanical Plant predecessors. Kalashnikov produces the AK-12 (the current-generation 5.45mm assault rifle, replacing the AK-74M as the principal Russian infantry rifle), the AK-15 (the 7.62mm variant), the RPK-16 light machine-gun, the SVCh (Chukavin sniper rifle, replacing the Dragunov SVD lineage), the PKM and PKP machine-guns (through the Kovrov subsidiary), the Lancet loitering-munition family (the Izdeliye-51 and Izdeliye-52, which became the principal Russian loitering-munition through 2023β2025), the Kub loitering-munition (Izdeliye-203, an earlier-generation system), and the broader Kalashnikov-branded civilian-and-export firearms portfolio. KAMAZ β the heavy-truck producer in Naberezhnye Chelny, Tatarstan, a critical military-logistics input (the KAMAZ trucks are the principal Russian-military medium-truck platform across the Tigr, the Typhoon, and the broader logistics-vehicle range). KAMAZ is not directly inside the Rostec perimeter but is coordinated through state-ownership channels and the Rostec-aligned defence-industrial coordination. The KAMAZ wartime adaptation has been significant complicated by the 2022 exit of the German Daimler partnership (Daimler had held an approximately 15-percent stake in KAMAZ since 2008, with notable technology-transfer and component-supply integration); the post-2022 adaptation has relied on Chinese-component substitution (engines, transmissions, electronics) with progressive domestic-substitution work. KAMAZ employed approximately 40,000 workers pre-war [TBD-VERIFY].
Russian Electronics (Rossiyskaya Elektronika) β the consolidated military-and-civil electronics holding within Rostec, comprising the principal Soviet-era electronics design bureaux and production facilities. Russian Electronics produces military-grade microelectronics, radio-communications equipment, electronic-warfare systems (the Krasukha-2/4 family; the Murmansk-BN long-range communications-jamming system; the Pole-21 radio-electronic-combat system), radar systems (the Nebo, Sopka, and Protivnik families), and the broader military-electronics input architecture. Russian Electronics employed approximately 80,000β100,000 workers across its perimeter [TBD-VERIFY]. The wartime mobilisation has been particularly stressed on the microelectronics-substitution dimension β see Section 9 below on the Western-component dependency question.
Tula KBP (Konstruktorskoye Buro Priborostroyeniya β Tula Instrument Design Bureau, also known as KBP Tula) β a separately consolidated defence-systems producer outside Rostec, with the Pantsir-S1/S2 short-range air-defence-and-gun system, the Kornet anti-tank guided missile, the 9M133 Kornet family, the 2K22 Tunguska air-defence system, and the broader Tula-region small-arms-and-systems portfolio. Tula KBP coordinates with the Tula Arms Plant (Tulskiy Oruzheinyy Zavod β TOZ) for the small-arms-production architecture. Tula KBP employed approximately 8,000β10,000 workers pre-war with considerable wartime expansion [TBD-VERIFY].
Kronshtadt and ZALA Aero β the principal Russian unmanned-aerial-vehicle producers. Kronshtadt produces the Orion-E medium-altitude long-endurance combat UAV (the principal Russian large-format combat drone, broadly analogous to the US MQ-1/MQ-9 family or the Turkish Bayraktar TB2). ZALA Aero (a subsidiary of Kalashnikov Concern within Rostec) produces the Orlan-10 tactical-reconnaissance UAV (the most widely deployed Russian battlefield ISR platform from 2014 onwards), the Orlan-30 (the upgraded variant with laser-target-designation capability), the Lancet loitering munition (coordinated with Kalashnikov), and the broader ZALA-branded tactical-UAV portfolio. The post-2022 wartime UAV production scale-up has been the most operationally consequential single defence-industrial sub-sector adaptation, with both Kronshtadt and ZALA Aero materially expanding production and with the Alabuga Special Economic Zone facility (operated by the Alabuga JSC under Tatarstan-republic and federal coordination) becoming the principal site for the licensed-Iranian Shahed-136 production as the Geran-2.
5. The State Armaments Programme (GPV-2020) and the 2010β2020 Modernisation Cycle
The State Armaments Programme to 2020 (Gosudarstvennaya programma vooruzheniya β 2020, GPV-2020) was the principal Russian defence-procurement framework for the 2011β2020 decade, with approximately 19β20 trillion roubles committed across the ten-year period [TBD-VERIFY: precise GPV-2020 commitment figure, with Cooper, Luzin, and Russian-Minfin reconstructions differing within a 19β22 trillion roubles range]. The programme was approved by Presidential Decree of 31 December 2010 [TBD-VERIFY: precise decree number] and constituted the largest single Russian rearmament programme since the late-Soviet 1980s buildup.
The institutional drivers of the GPV-2020 launch were multiple. First, the 2008 RussiaβGeorgia war (the five-day war of 8β12 August 2008) had exposed meaningful Russian-MoD doctrinal and equipment-performance deficiencies β the loss of approximately seven Russian aircraft including a Tu-22M3 strategic bomber (the most consequential single combat-aircraft loss for the Russian Air Force since the Afghanistan war); the operational coordination failures between the Ground Forces and the Air Force; the inadequate precision-strike capability; the obsolescence of much of the deployed armoured-vehicle and air-defence inventory. The 2008-war-driven recognition was articulated by then-Defence Minister Anatoly Serdyukov in the 2008β2009 reform agenda that included both the controversial New Look reforms (reduction of the officer corps; consolidation of military districts; conversion to brigade-based force structure from the Soviet-era division-based structure) and the GPV-2020 procurement-architecture framework.
Second, the rising oil-and-gas revenue envelope through the 2003β2008 period had built fiscal capacity that the 2008β2010 global financial crisis had only partially eroded; by 2010, the federal-budget envelope for sustained multi-year defence-procurement commitment was material larger than the 2000β2005 baseline. Third, the Putin personal commitment to the defence-modernisation agenda β articulated in the 20 February 2012 Rossiyskaya Gazeta "Being Strong" pre-presidential-election article, in which Putin set out a comprehensive defence-modernisation manifesto including the GPV-2020 commitments and the longer-term GPV-2027 framework β placed the modernisation programme at the centre of the third-Putin-term political programme.

The architecture's strengths (the consolidated Rostec holding; the proven multi-shift production capacity at UVZ, the Almaz-Antey facilities, and Kalashnikov; the established GOZ contracting process; the Promsvyazbank financial-architecture backbone) and its weaknesses (the high-end-microelectronics import-dependency; the next-generation-platform serial-production delay; the limited surge-capacity for ammunition and missile production; the engineering-skills-base constraint) jointly determined the trajectory of the wartime mobilisation.
6. The Pre-2022 Procurement and Production Performance β What the GPV-2020 Actually Delivered

Strategic-nuclear sub-sector: meaningful delivery. The Borei and Borei-A class strategic-missile submarines progressed to serial production at the Sevmash facility in Severodvinsk, with seven boats commissioned by 2024 [TBD-VERIFY: precise Borei-class commissioning count]. The Kalibr long-range cruise-missile family achieved both naval (Kalibr-NK / 3M14T launched from surface ships and Kalibr-PL / 3M14K launched from submarines) and ground-launched variants; the Syria intervention from 2015 provided the first combat-deployment validation. The Kh-101 air-launched stealth cruise missile achieved serial production at the Raduga Design Bureau / Dubna facility, with Syria-deployment validation in 2015β2016. Precision-strike-ammunition and artillery-ammunition sub-sector: marked under-delivered. The GPV-2020 baseline did not commit comparable resources to surge-capacity construction for artillery ammunition (152mm and 122mm shells), tactical-missile production, or precision-strike ammunition; the pre-war Russian artillery-shell production capacity remained at approximately 200,000β300,000 shells per year [TBD-VERIFY: precise pre-war shell-production figure] β a level that proved fundamentally inadequate to the 2022 wartime demand and that required the post-October-2022 emergency mobilisation that this document's later sections document.
The pre-2022 production-and-supply-chain architecture's principal structural strength was the validated multi-shift production capacity at the principal Rostec subsidiaries and Almaz-Antey, the established GOZ contracting process, and the Promsvyazbank financial-architecture backbone. Its principal structural weaknesses β exposed by the post-24-February-2022 wartime demand β were the limited surge-capacity for ammunition and missile production, the high-end-microelectronics import-dependency, the next-generation-platform serial-production delay, and the engineering-skills-base constraint.
7. The 24 February 2022 Invasion and the State Defence Order (GOZ) Tripling
The 24 February 2022 invasion of Ukraine produced an immediate Russian-MoD recognition that the pre-war GPV-2027 procurement trajectory was inadequate to the wartime operational demand. The first-month operational consumption rates β for tactical-ballistic missiles, cruise missiles, artillery shells, and combat-aircraft munitions β significant exceeded the pre-war production capacity, producing within weeks a precision-strike-stockpile drawdown that was unsustainable at the deployment rates of the first-year air-and-missile campaign. The 21 September 2022 partial mobilisation (Shoigu's announced 300,000 reservists call-up; see RU-D-04) provided the manpower component of the wartime adaptation; the parallel adaptation on the defence-industrial side was the State Defence Order (GOZ β Gosudarstvenny oboronnyy zakaz) tripling, implemented through the October 2022 Decree 1136-31 and the supporting institutional framework.
The institutional structure of the GOZ tripling was multi-layered. The principal legal vehicle was Decree 1136-31 of October 2022 (classified in its detailed provisions but with notable elements documented through Vedomosti, Kommersant, and Bell reporting through 2022β2024 [TBD-VERIFY: precise decree number, publication date, and the specific provisions documented in the open-source literature]). The institutional cost of the single-source emergency procurement architecture β the displacement of cost-discipline and competitive-pricing pressure β was the structural counterpart to the operational benefit. The 2022β2024 GOZ tripling produced both genuine production scale-up and marked contractor-network corruption rents that the 2024β2025 Belousov purge subsequently addressed. The Russian-elite recognition of this cost, as Tatiana Stanovaya and Andrey Pertsev have analytically reconstructed, was a precondition for the May 2024 Belousov MoD appointment and the parallel anti-corruption purge that constitutes Section 11 of this document.
The wartime procurement architecture's principal innovation beyond the speed-and-volume scale-up was the integration of dual-use civil-industrial capacity into the defence-procurement perimeter. The 2022β2025 GOZ tripling and the broader wartime procurement architecture has been the most rapid wartime defence-industrial scale-up by a major economy in the post-1945 period. The historical comparators β the US World War II mobilisation (1940β1945); the late-Soviet 1980s buildup; the US Cold War surge cycles in the 1950s and 1980s β operated on different timescales and from different baselines, and the direct comparability is limited. The most useful comparison is the US 1950β1953 Korean War defence-industrial mobilisation, which scaled US defence spending from approximately 5 percent of GDP in 1950 to approximately 14 percent in 1953 [TBD-VERIFY: precise US Korea-war defence-spending share]; the Russian 2021β2025 mobilisation has scaled defence spending from approximately 3 percent of GDP to approximately 7 percent of GDP (per official figures, with the effective share reportedly higher under the extra-budgetary architecture [TBD-VERIFY]), with the federal-budget-share scale-up significant larger. The wartime production mobilisation across the principal Rostec subsidiaries and Almaz-Antey operationalised the GOZ tripling (Β§7) on the production side: pre-war single- or two-shift patterns converted to continuous three-shift (24-hour, seven-day) operation at the principal facilities. The section's governing finding, drawn from the Luzin and Kluge analytical reconstructions, is institutional rather than statistical: the mobilisation's principal achievement has been demand-side capacity-utilisation expansion of the existing 2007β2021 Rostec-consolidation-era capital stock β hiring expansion across the Rostec perimeter reportedly adding approximately 500,000 additional defence-sector jobs across 2022β2024 [TBD-VERIFY: precise hiring expansion figure] β rather than supply-side expansion of that capital stock through greenfield-plant construction.
