From the Chinese policy standpoint, however, the previous two years had committed the system to a containment posture that could not be relaxed without a political reframing that no one at the centre was prepared to undertake.

The Hong Kong fifth wave of Februaryโ€“March 2022 was the most visible cautionary case. Hong Kong, which had pursued its own modified containment policy through 2020โ€“2021 with low cumulative mortality, experienced a sudden Omicron BA.2 wave from late January 2022 that overwhelmed hospital capacity and produced roughly 9,000 confirmed COVID-19 deaths between February and May 2022 in a population of 7.5 million. The wave was particularly severe among the elderly โ€” Hong Kong's over-80 vaccination coverage at the start of the wave was below 30 percent โ€” and it produced cremation backlogs visible in international media. The Hong Kong experience was read in Beijing as evidence that opening the mainland prematurely would produce comparable or worse mortality at vastly greater scale; epidemiologists outside China generally read it as evidence that elimination of Omicron was no longer achievable, and that the policy choice had shifted to managing the inevitability of widespread infection. The Beijing reading prevailed and informed the decision to impose, rather than relax, the Shanghai lockdown that began in late March.

By mid-2022, the policy was operating against itself in important ways. The mass-testing requirement โ€” by mid-2022, most major cities required PCR tests every 48 to 72 hours for entry to public facilities โ€” was generating an enormous logistical and fiscal burden, with one Caixin estimate placing the national cost at [TBD-VERIFY: several hundred billion RMB per year in direct testing expenditure alone]. The lockdown response was producing economic damage that compounded the property-sector crisis (cross-reference CN-D-03). The international border closure was producing sustained dislocation of foreign-business operations. And the policy's epidemiological gain against Omicron โ€” measured against a counterfactual of managed mitigation with vaccine-augmented protection โ€” was no longer obviously positive. The structural mismatch between the policy and the virus was visible to the system's own epidemiologists; what was missing was a political path to acknowledge it.

6. The Shanghai Lockdown โ€” Two Months that Cracked the Consensus (Marchโ€“June 2022)

The Shanghai outbreak began with sporadic Omicron BA.2 cases in late February 2022 and accelerated through March. Shanghai's municipal leadership, under Party Secretary Li Qiang (later promoted to Premier at the 20th Congress) and Mayor Gong Zheng, initially attempted a graduated district-by-district closure model that preserved economic continuity in Pudong while restricting Puxi, and then alternated the closures. This experimental approach โ€” informally framed as a more "precision-oriented" alternative to citywide lockdown โ€” was abandoned on 28 March when a phased citywide lockdown was announced, with Pudong residents confined first (28 March โ€“ 1 April) and Puxi residents from 1 April. The lockdown was supposed to last roughly nine days. It lasted, in functional terms, more than two months.

At its peak in Aprilโ€“May 2022, the Shanghai lockdown applied to approximately 25 million residents and combined mandatory home confinement, daily or near-daily PCR testing, centralised quarantine for all confirmed cases and close contacts (with field-hospital facilities established at the National Exhibition and Convention Center and elsewhere), the strictest cordon sanitaire applied to a major Chinese city since Wuhan, and a near-total halt of in-person economic activity. Unlike Wuhan, however, Shanghai's lockdown produced a visible food-supply crisis. The municipal logistics infrastructure for delivery to confined households failed in important districts during the first week of April; residents reported empty refrigerators, escalating prices on the limited delivery channels that remained operational, and group-buying arrangements organised at the compound level as the dominant form of household provisioning. Videos of residents shouting from high-rise windows in synchronised protests circulated widely on Chinese social media in early April before being aggressively censored.

The most internationally visible cultural shock of the lockdown was the dog-killing episode. Multiple videos circulated in early April 2022 of hazmat-suited workers killing pet dogs left behind by owners taken to centralised-quarantine facilities. The ostensible rationale was disinfection protocol โ€” though no scientific basis for killing companion animals as a COVID-control measure existed โ€” and the visceral cruelty of the videos produced a discrete moment of online revulsion that crossed political lines. The dog-killing videos became, for many overseas-Chinese commentators and for a portion of the mainland-Chinese middle class, the moment at which a policy that had been broadly supported began to be understood as something else.

The economic and confidence damage was sustained. Shanghai's Q2 2022 municipal GDP contracted by [TBD-VERIFY: approximately 13.7 percent year-on-year], the steepest single-quarter contraction recorded for a Chinese provincial-level economy outside the 2020 first quarter. The Shanghai Stock Exchange and the underlying market infrastructure continued to function โ€” a deliberate choice that required limited Pudong workers to remain on-site in "closed-loop" working arrangements at the exchange and at major banks โ€” but foreign-business activity was severely disrupted. The American Chamber of Commerce in Shanghai's 2022 mid-year survey reported a sharp acceleration in plans to relocate regional headquarters out of mainland China, with Singapore and Tokyo the principal beneficiaries. The expatriate community departures that began during the lockdown have been only partly reversed through 2026; Shanghai's resident foreign population in the 2025 census enumeration remains [TBD-VERIFY: substantially below the pre-pandemic level].

The Shanghai lockdown was the moment elite confidence in Zero-COVID cracked, but the political response of the centre was not relaxation. The Politburo Standing Committee meeting of 5 May 2022 โ€” chaired by Xi โ€” explicitly reaffirmed the dynamic Zero-COVID line and warned against "any words or actions that distort, doubt or repudiate the country's COVID prevention and control policy." The Xinhua readout of the meeting was understood by domestic and foreign analysts as a direct response to elite-level (including, by some accounts, Premier Li Keqiang) hesitation about continuing the policy. The 5 May statement closed off the possibility of an orderly summer 2022 relaxation; what followed instead was a continuing pattern of city-level lockdowns through autumn 2022 in Chengdu, Guiyang, Lhasa, Yiwu, Zhengzhou, and many smaller cities, each producing its own local economic and human-cost story without producing a national policy change.

7. The Economic Damage and the Property/Evergrande Interaction (2021โ€“2022)

The macroeconomic cost of the policy through 2022 was systemic. Real GDP growth, which had recovered to 8.4 percent in 2021 (a number flattered by the 2020 base), collapsed to 3.0 percent in 2022 โ€” well below the official target of "around 5.5 percent" set at the March 2022 Two Sessions, and the weakest non-2020 reading since the official series began. The Q2 2022 reading of 0.4 percent year-on-year captured the Shanghai-lockdown quarter; the Q4 2022 reading of 2.9 percent captured the November protest period and the policy-reversal shock. Industrial production, retail sales, and fixed-asset investment all decelerated through the year; exports, which had been a 2021 bright spot, weakened from mid-2022.

Urban youth unemployment (aged 16โ€“24, excluding students) rose through 2022 to a recorded 19.9 percent in July 2023 โ€” a figure subsequently paused from publication in August 2023 by the National Bureau of Statistics, which announced a methodological revision and resumed publication in early 2024 on a revised basis showing a lower headline figure. The pause-and-revise episode itself became a credibility issue for official statistics. The deeper labour-market story was the attrition of small and medium-sized enterprises in the lockdown-belt cities subjected to repeat closures. Caixin and 21st Century Business Herald reporting through 2022 documented sharp declines in catering, retail, tourism, education-services, and personal-services employment.

The interaction with the property-sector crisis (cross-reference CN-D-03) was particularly damaging to household balance sheets. China Evergrande Group's offshore-debt default was declared by Fitch in December 2021, and through 2022 the cascade of developer defaults extended to Country Garden, Sunac, Shimao, and others. New-home sales by China's top 100 developers declined by [TBD-VERIFY: approximately 40 percent year-on-year in 2022]. The construction-completion shortfall produced the "stop-mortgage" (ๅœ่ดท) movement of summer 2022, in which buyers of pre-sold but undelivered apartments in Henan and other provinces refused to continue mortgage payments. The combination of falling housing wealth (housing represents roughly 60โ€“70 percent of urban household assets in China), lockdown-driven income shocks, and youth-unemployment-driven family transfers produced a sustained compression of household consumption that has been the dominant macroeconomic story of the post-2022 period.

The fiscal cost of the policy was opaque but large. Direct mass-testing expenditure was funded partly through local-government health budgets and partly through medical-insurance funds, raising sustainability questions for the latter that NHC and Ministry of Finance commentary subsequently addressed. The construction and operation of centralised-quarantine facilities, the labour cost of the grid-management and hazmat-suited workforce, and the supplementary income transfers to lockdown-affected households all imposed costs on local-government finance at exactly the moment local governments were also absorbing the property-related revenue decline. Local-government financing vehicle (LGFV) debt accumulation accelerated through 2022, setting up the 2023โ€“2024 local-debt-restructuring challenge that has been one of the principal macroeconomic stories of the Xi third term (cross-reference CN-D-03).

The cumulative effect was that, by November 2022, the economic case for the policy had become difficult to defend even in internal-system terms. The growth, employment, fiscal, and household-confidence costs were all visible and large; the public-health benefit against Omicron in a population with high primary-vaccination coverage was substantially smaller than it had been against ancestral SARS-CoV-2 in 2020. What the system lacked was a political path to acknowledge the cost-benefit shift. That path was provided, unexpectedly, by an apartment-building fire in Urumqi.

8. The Urumqi Fire and the White Paper Movement (24โ€“28 November 2022)

On the evening of 24 November 2022, a fire broke out in a high-rise residential building on Jixiangyuan Street in Urumqi, the capital of the Xinjiang Uyghur Autonomous Region. Xinjiang had been under various forms of strict COVID-control measures for more than 100 days by that point โ€” one of the longest sustained lockdown periods in any Chinese region. The official Urumqi municipal government statement of 25 November reported [TBD-VERIFY: ten fatalities and nine injuries]; circulating social-media accounts placed the death toll higher and alleged that COVID-control barriers had impeded both resident escape from the building and emergency-vehicle access during the response. Subsequent municipal-government statements disputed the barrier-impediment claim. The forensic facts of the fire โ€” what physical obstructions existed, what response times were achieved โ€” remain contested in primary-source terms.

What was not contested was the public response. By the early hours of 26 November, large gatherings had formed on the streets of Urumqi, with crowds chanting demands for the lifting of the lockdown. The 26 November Urumqi street demonstrations were, in scale and visibility, the largest protest in Xinjiang since the 2009 รœrรผmqi riots (cross-reference CN-G-01). The municipal government held a press conference on 26 November announcing a phased reopening of "low-risk areas" of the city. But by then the political contagion had spread.

On the evening of 26 November, candlelight vigils began on Urumqi Road in Shanghai's former French Concession โ€” a coincidence of street name that became a symbolic crystallisation point. The Shanghai gathering, initially focused on mourning, transformed during 26โ€“27 November into a protest combining demands for the lifting of lockdowns with, in a vocal minority, explicit calls for Xi Jinping and the Communist Party to step down. The slogans "Xi Jinping, step down" (ไน ่ฟ‘ๅนณไธ‹ๅฐ) and "Communist Party, step down" (ๅ…ฑไบงๅ…šไธ‹ๅฐ) were captured on video and circulated despite censorship efforts. No comparable explicit anti-Xi protest had occurred on the mainland during his decade in office.

Within forty-eight hours, similar gatherings had spread to Beijing's Liangmaqiao district near foreign embassies, to Chengdu, Wuhan, Guangzhou, Nanjing, and to university campuses in at least a dozen cities including Tsinghua, Peking, Communication University, and Nanjing Communication. The unifying symbol was the blank sheet of A4 paper โ€” a wordless protest against censorship that was simultaneously a practical defence against arrest, since the paper carried no actionable slogan. The Tsinghua University protest of 27 November, captured on video, became one of the iconic images of the movement: a young woman holding an unmarked sheet of paper before a crowd of students, in the courtyard of an elite university whose alumni include Xi Jinping himself.

The White Paper Movement (็™ฝ็บธ่ฟๅŠจ, baizhi yundong; sometimes called the A4 Revolution by overseas commentators) lasted approximately three days, from 26 November to 28 November. By 29 November, university campuses had been formally closed for the year โ€” students were dispatched home on free trains โ€” police presence at known gathering points had been heavily reinforced, and a wave of post-event detentions had begun. The detention wave continued into December 2022 and January 2023, with rolling reports of individual participants being identified through phone-location and surveillance-camera data and questioned or detained for periods ranging from hours to months. The repressive response was effective at preventing a sustained movement.

The political effect, however, was already irreversible. For the first time in the Xi era, a leaderless, geographically distributed, multi-class urban protest had visibly targeted both a flagship national policy and, in a vocal minority, the leader personally. The system had two operational options: sustained repression with policy unchanged, or policy concession. It chose policy concession. The decision to issue the New Ten on 7 December, less than ten days after the White Paper Movement ended, is the most legible single instance in the Xi era of street pressure producing rapid central-policy reversal โ€” a fact that the system's stability apparatus, and any future protest organisers, both now know.

9. The December 7 Reversal โ€” The "New Ten" and the Abrupt Abandonment of Zero-COVID

The reversal arrived in two phases. On 11 November 2022 โ€” before the Urumqi fire and before any visible street pressure โ€” the State Council Joint Prevention and Control Mechanism issued the "Twenty Measures" (ไบŒๅๆกไผ˜ๅŒ–ๆŽชๆ–ฝ), a package that tightened some procedures (against arbitrary lockdowns of unaffected areas) and loosened others (shortening the inbound-traveller quarantine from 7+3 days to 5+3, reducing the close-contact category). The Twenty Measures were framed by People's Daily commentary as a refinement rather than a reversal: dynamic Zero-COVID would continue, but with more "precision" and less "one-size-fits-all" application. The package was understood by most observers as the beginning of a managed multi-month transition.

The November 26โ€“28 White Paper Movement collapsed that timetable. On 30 November 2022, Vice-Premier Sun Chunlan โ€” the Politburo member responsible for COVID coordination โ€” convened a National Health Commission expert panel and, in remarks subsequently widely cited, stated that Omicron's pathogenicity had weakened and that the country was entering "a new phase." On 1 December, Guangzhou and Chongqing announced sharp relaxations of their local control measures. On 7 December 2022, the State Council Joint Prevention and Control Mechanism issued the "Notice on Further Optimising the Prevention and Control of the Novel Coronavirus Infection" โ€” the "New Ten" (ๆ–ฐๅๆก).

The New Ten constituted the abrupt and substantial abandonment of the operational core of Zero-COVID. The ten measures, in summary: (1) lockdowns to be applied only to high-risk areas and to be lifted promptly when no further transmission was detected; (2) routine mass nucleic-acid testing to be discontinued except for specified vulnerable settings; (3) green-code health-app gating to be removed for entry to most public venues, with retention only for elderly-care institutions, hospitals, and schools; (4) confirmed cases with mild or asymptomatic presentation permitted home isolation rather than centralised quarantine; (5) cross-regional travel no longer to require negative PCR tests or green codes at most checkpoints; (6) elderly vaccination to be accelerated as a priority; (7) medical-system surge capacity to be strengthened; (8) and three further administrative measures. The Notice took effect immediately.

Three features of the reversal must be registered as facts of the decision-process. First, the policy change occurred without a sustained public-warning campaign preparing the population for the wave that would follow. The transition from "dynamic Zero-COVID" framing to "the virus is now much weaker" framing in People's Daily commentary occurred within roughly ten days. Second, the elderly-vaccination acceleration came after, not before, the reopening: at the date of the New Ten, booster coverage among the over-80 population was below 50 percent on official figures, leaving the most vulnerable cohort substantially under-protected entering the wave. Third, the antiviral stockpile was inadequate. Paxlovid (Pfizer's nirmatrelvir/ritonavir) had been conditionally approved for import in February 2022 but was not in widespread procurement; domestic generic and substitute antivirals (azvudine, etc.) were available but in limited supply. By late December 2022 Paxlovid was being sold on grey-market channels at multiples of its sticker price; the formal national health-insurance pricing negotiation for Paxlovid concluded in January 2023 without an agreement, and Paxlovid was not included in the basic-medical-insurance reimbursement catalogue in 2023.

The contrast with the meticulous operational preparation that had characterised the 2020 Wuhan response is sharp. The 2020 response was over-determined; the 2022 reversal was under-determined. Why this asymmetry? The official account holds that Omicron's mild profile, the high primary-vaccination coverage, and the winter seasonality made the reopening rationally timed and unavoidable. The critical account, advanced by Yanzhong Huang and others in 2023 commentary, holds that the reversal was so abrupt because the system had committed itself for so long to the opposite framing that no internal preparation for reopening could occur without disturbing that framing โ€” meaning that the moment the political signal flipped, there was no operational plan ready to deploy. Both accounts can be partly true simultaneously.

On 26 December 2022 the National Health Commission announced that COVID-19 would be reclassified from a Category B infectious disease managed under Category A protocols (which permitted forced quarantine and area lockdown) to a Category B disease managed under Category B protocols, effective 8 January 2023. The reclassification also abolished the 14+7 inbound-traveller quarantine and reopened international borders for general inbound travel. The international-mobility regime that had defined the previous three years was, in formal terms, ended.

10. The Exit Wave โ€” December 2022 to February 2023

The exit wave that followed the New Ten was, by any reasonable measure, the largest single-wave infection event of the pandemic globally. Modelling and survey work conducted in early 2023 estimated that between 70 and 90 percent of the Chinese population was infected within roughly six weeks of the policy reversal. Beijing was hit first, with infections peaking in mid-to-late December 2022; Shanghai and other coastal cities followed; rural areas, where elderly vaccination coverage was lower and medical capacity thinner, experienced their peaks during and just after the Spring Festival travel period of late January 2023.

The hospital-system stress was severe and visible. Caixin, Sixth Tone, and New York Times reporting documented overflowing emergency departments in Beijing, Tianjin, Chongqing, and provincial capitals during late December 2022; intensive-care beds across the country were operating at functional capacity; supplemental oxygen, ibuprofen, and acetaminophen were in short supply at retail pharmacies for several weeks. The Reuters image of a corridor of geriatric patients on portable oxygen at a Tianjin hospital became one of the wave's iconic frames. Cremation capacity in major cities was overwhelmed: reports of 24-hour cremation operation, of waiting times of one to two weeks, and of queues of hearses at major crematoria circulated through late December 2022 and into January 2023, both in Chinese-domestic and international media. Specific provincial-government leaked figures โ€” most prominently a leaked Zhejiang Health Commission briefing reporting approximately 1 million infections per day at the wave's peak in late December โ€” formed the basis for some of the early independent excess-mortality estimates.

The death-toll figures are genuinely contested and must be presented as a range. The official account, after revision under WHO pressure in mid-January 2023, reported [TBD-VERIFY: 59,938 in-hospital COVID-related deaths between 8 December 2022 and 12 January 2023, subsequently revised upward in February 2023 to approximately 83,150 covering 8 December 2022 โ€“ 6 February 2023]. The official methodology counted only deaths occurring in hospitals, from respiratory failure with confirmed positive PCR status, and recorded all other causes of death (including cardiovascular events plausibly triggered by acute COVID-19) under non-COVID categories. The methodology produced a sharply lower count than the all-cause excess-mortality approach used by most academic and modelling estimates.

The academic and private-sector excess-mortality estimates fell in a wide range. Airfinity (London), which had published modelled estimates in mid-December 2022 forecasting upward of 1.5 million cumulative deaths by April 2023, revised its central estimate through early 2023 to a range of [TBD-VERIFY: approximately 1.5 million to 2 million]. A University of Hong Kong modelling study published in Nature Medicine in May 2023 estimated [TBD-VERIFY: approximately 1.87 million excess deaths between December 2022 and February 2023 for the mainland]. A separate analysis based on obituary and funeral-services data, conducted by economists at Peking University, reported [TBD-VERIFY: estimates broadly consistent with the upper end of the international academic range, though publication was constrained]. Lancet excess-mortality methodology applied to China specifically โ€” building on the broader Wang et al. (2022) framework โ€” has produced estimates in the same general range, though with substantial uncertainty bands.

The corpus presents the range honestly: the official 83,150 figure and the academic 1.5โ€“2 million range cannot both be correct under a common all-cause excess-mortality definition. The methodological gap between the two is large, real, and politically consequential. Without independent access to Chinese vital-registration data โ€” which has not been provided to international researchers in unredacted form for the exit-wave period โ€” the true figure cannot be definitively established. What can be said with high confidence is that the exit wave produced a mortality event substantially larger than the 2020 Wuhan outbreak and almost certainly larger than the cumulative officially reported COVID-19 deaths of any single Western country.

The international-borders reopening of 8 January 2023 occurred while the wave was still cresting. Outbound Chinese travel โ€” long suppressed โ€” resumed, prompting several countries (Italy, Japan, South Korea, the United States, the United Kingdom, France) to impose pre-departure testing requirements on travellers from China. Beijing responded with reciprocal measures against some of these jurisdictions. The episode produced a brief renewed wave of diplomatic friction over pandemic public-health measures, though the friction subsided through the spring as the wave passed.

11. Three Competing Accounts of the Decision Arc

The corpus's three-account discipline requires presenting the principal interpretive readings symmetrically.

Account A โ€” the official rationale. Zero-COVID was, in the official telling, a globally distinctive policy that saved millions of lives during the 2020โ€“2021 period when no vaccine was available and when the ancestral and Delta variants carried high case-fatality rates. The policy was rationally retained into 2022 for the purpose of protecting the under-vaccinated elderly population pending the completion of the domestic vaccine and antiviral development programme. The transition was timed against the seasonality of Omicron, against the maturation of the domestic vaccine and antiviral pipeline, and against the demonstrated weakening of pathogenicity. The 7 December 2022 New Ten was a precisely timed and appropriate policy step. The hospital-system stress and the exit-wave mortality, while real, were within the range that any responsible reopening scenario would have anticipated. The international-comparison death toll remained, even after the exit wave, lower than that of the United States and other Western democracies. The policy worked.

Account B โ€” the personalist-Xi critique. The policy long outlived its epidemiological rationale, the critics' account holds (Shirk 2022/2023; Wong 2023; Huang in CFR commentary 2022โ€“2023). Its persistence into 2022 cannot be explained on public-health grounds, because by mid-2022 the cost-benefit calculation against Omicron had clearly shifted toward managed mitigation. Its persistence is explicable only by the fact that the policy had become an identity-political signature of Xi himself โ€” codified in the 2021 Sixth Plenum Historical Resolution, credited to "Comrade Xi Jinping personally" โ€” meaning that any relaxation would require an implicit admission of error attributable to the leader. The result was an avoidable accumulation of economic damage (the GDP, employment, and SME costs documented above) and avoidable human costs (the Xi'an miscarriage case, the Shanghai food crisis, the cumulative lockdown burden) for no commensurate public-health gain. The reversal occurred only when street pressure made the alternative โ€” sustained repression of a visible multi-city protest โ€” politically less attractive than concession. This pattern โ€” that the system corrects only when pushed โ€” is a consequential demonstration of how Xi-era policymaking now operates.

Account C โ€” the institutionalist reading. The arc, in this reading, reflects a genuinely successful initial response (2020) that fused with Xi-era identity politics and became impossible to exit through incremental adjustment until forced. The 2020 success was real and the propaganda use of it was warranted by the underlying mortality contrast. The 2021 institutionalisation, however, locked the policy into a framework where any substantial relaxation was understood by the system as a Xi-credibility cost. The 2022 escalation against Omicron is best read not as a deliberate choice but as a path-dependent continuation: in the absence of a political framework permitting acknowledged course-correction, the system continued to apply the only policy template it had institutionalised. The December reversal then occurred discontinuously โ€” not because that was the optimal exit timing, but because the system's adaptive capacity, when finally triggered, operates discontinuously rather than incrementally. The institutionalist reading shares Account A's recognition of the 2020 success and Account B's recognition of the 2022 cost, but reads the arc as a story about how concentrated-authority systems handle policy lock-in rather than as a story about either superiority or personalist failure.

Among the three, no consensus has formed in scholarship as of 2026. Beijing's official line tracks Account A. The bulk of Anglophone scholarship (Shirk, Wong, Brown, Huang) sits closer to Account B, with significant variation in how much weight to give the personalist-leadership variable. The institutionalist Account C is most associated with Frank Pieke, Bert Hofman, and some China-domestic policy commentators who have been able to publish carefully framed analyses in Chinese-language outlets. The corpus's position is that all three are live interpretations and that the contestation itself is the historiographical record.

12. The Long Shadow โ€” Consumer Confidence, Credibility, and Political Economy (2023โ€“2026)

The post-pivot economic recovery has been markedly slower than after previous Chinese downturns. The 2023 official GDP growth figure of 5.2 percent โ€” within the official target range โ€” concealed an underlying weakness in domestic consumption that has continued through 2024โ€“2026. The urban household savings rate, which spiked during the lockdown period, remained elevated above pre-pandemic levels through 2025. New-home sales remained depressed; the property-stimulus package of September 2024 (cross-reference CN-D-02, CN-D-03) was directed in part at restoring household confidence in long-horizon commitments. The phenomenon Chinese-domestic commentators (in the rare cases they could publish) called "scarred consumption" (็–ค็—•ๆถˆ่ดน) or, more colloquially, "long COVID of policy," has been the dominant macroeconomic story of the Xi third term to date.

The credibility cost is harder to measure but has shaped policy discussion. The September 2024 stimulus package and the 2025 Two Sessions emphasis on consumption-side support (cross-reference CN-D-04) implicitly acknowledged that household confidence required policy attention. The accelerated focus on "new productive forces" (ๆ–ฐ่ดจ็”ŸไบงๅŠ›) as a growth driver โ€” initially announced at the September 2023 Heilongjiang inspection and elevated at the 2024 Two Sessions โ€” can be read in part as a search for growth sources that do not depend on consumption recovery. The Zero-COVID arc itself is almost entirely absent from official discussion after early 2023; the post-pivot rhetorical recalibration has been a strategic forgetting rather than a public reckoning.

The demonstration effect on street-pressure responsiveness is the most politically consequential long shadow. The November 2022 protests demonstrated that a leaderless, geographically distributed, university-and-middle-class urban mobilisation could produce a flagship-policy reversal within ten days. The system's response combined immediate policy concession with subsequent targeted detentions and tightened controls over the protest's organising channels (VPNs, encrypted-messaging platforms, foreign-platform access). The combined response โ€” concede on policy, repress on participants, prevent organisational consolidation โ€” is the post-2022 template for street-pressure events of this type. Subsequent localised protests through 2023โ€“2025 (the 2023 Henan stop-mortgage continuations, scattered 2024 worker actions, the 2025 unrest in some property-developer-related contexts) have not approached the scale of the November 2022 movement, in part because the conditions that produced it โ€” universal lockdown burden compounded by a triggering incident โ€” have not recurred.

The international relations effect was significant but contained. The exit-wave reopening produced renewed friction over inbound-traveller testing requirements in Januaryโ€“February 2023. The broader reset of international engagement โ€” the resumption of foreign-business travel to China, the resumption of Chinese student outflows, the gradual reopening of consular and diplomatic in-person activity โ€” proceeded through 2023 against a backdrop of separately accumulating USโ€“China strategic tensions (cross-reference CN-D-04). The Zero-COVID arc as a discrete topic has largely faded from international policy discussion, displaced by the semiconductor restrictions, the Taiwan Strait military posture, and the Trump-2-era tariff response.

The post-pivot governance question raised by the arc โ€” whether the system retains the capacity to correct policy mistakes incrementally rather than discontinuously โ€” remains open. Defenders of Account A point to the September 2024 stimulus and the 2025 consumption-focused measures as evidence of incremental adaptive capacity restored. Critics in the Account B tradition point to ongoing policy-lock-in patterns in technology regulation, property-sector handling, and elsewhere as evidence that the December 2022 reversal was an exception forced by specific conditions rather than a return to the incrementalist mode that characterised the Deng-through-Hu period. Account C holds that the question itself may be miscast: discontinuous adaptation may be the system's characteristic mode, and the policy question is how to structure decisions in anticipation of that pattern.

13. Public-Health Policy Lessons

The arc offers a comparatively rich set of policy lessons. Five deserve specific emphasis.

First, the gain from initial containment was real and should not be obscured by the failures of the later phase. The 2020 mortality contrast was an order of magnitude or more. Any public-health doctrine that treats elimination as inherently misguided understates what the early phase achieved. The relevant question is not whether elimination can ever work, but under what conditions it can be exited responsibly.

Second, the dangers of policy lock-in are substantial in personalised-authority systems. The institutionalisation of Zero-COVID in 2021 closed off the path of incremental relaxation, because no internal advocate of relaxation could speak without implicit Xi-credibility risk. Systems that protect policy critique within decision-making circles โ€” even highly imperfect ones โ€” have a structural advantage in handling cost-benefit shifts of the kind Omicron produced.

Third, the asymmetric exit problem is the central operational lesson. The 2020 entry into containment was over-prepared (Huoshenshan, mass mobilisation, central coordination). The 2022 exit was under-prepared (no elderly-vaccination acceleration in advance, no antiviral stockpile, no public-warning campaign). Any future state contemplating a containment strategy should plan the exit in parallel with the entry, including the political signalling required to permit the exit.

Fourth, the vaccine-platform decision matters. The exclusion of mRNA vaccines from general public deployment in mainland China โ€” for whatever combination of industrial-policy, regulatory, and political reasons โ€” produced a measurable gap in elderly protection at the point of reopening. The political-economy of vaccine-platform choice deserves explicit examination in pandemic-preparedness frameworks, not subordination to general industrial-policy considerations.

Fifth, the death-toll-data question โ€” the gap between official 83,150 and academic 1.5โ€“2 million estimates โ€” is itself a public-health policy problem. The international epistemic infrastructure for understanding pandemic mortality depends on access to vital-registration data; the absence of independent access to Chinese exit-wave data produced an enduring gap in the global pandemic record. Whether this gap can be closed through subsequent transparency, or whether it will persist as a permanent feature of the historical record, is itself a governance question with policy stakes.

16. Conclusion โ€” A Decision That Recast the Xi Era

The Zero-COVID arc compresses into thirty-five months the strongest single demonstration of party-state mobilisational capacity in the post-Mao period, the most visible single instance of street-level pressure producing rapid policy reversal in the Xi era, and the most contested set of mortality figures in the modern Chinese statistical record. It is, by some distance, the most consequential pandemic-policy decision arc of the 2020s globally, and one of the most consequential governance-decision arcs of the Xi era considered on its own terms.

What does it teach? Three things, with different levels of confidence.

First, with high confidence: the initial 2020 containment achievement was real, the propaganda use of it was warranted by underlying mortality data, and the early-phase legitimation gain was substantial enough to shape the subsequent decision trajectory. Accounts that read the entire arc as a personalist mistake from inception are mistaken.

Second, with high confidence: the December 2022 reversal was abrupt, was inadequately prepared, and produced an exit-wave mortality event whose true magnitude remains contested but is almost certainly far larger than the cumulative pre-December 2022 official mortality. Accounts that read the reversal as a precisely timed and orderly transition understate the visible operational scrambling that followed.

Third, with lower confidence and as the open historiographical question: whether the arc demonstrates that concentrated-authority systems can adapt only discontinuously and only under pressure (the broader-pessimist reading), or whether it demonstrates that such systems retain adaptive capacity but exercise it differently from incrementalist systems (the institutionalist reading), or whether it demonstrates that the specific identity-political features of Xi-era policymaking are reformable through subsequent institutional adjustment (the optimist reading favoured by some Chinese-domestic policy commentators). The answer to this question is the principal open question of the Xi-era governance arc, and Zero-COVID is its most legible case study.

The Spiral Index โ€” the Singapore-corpus convention of identifying the spiral motion by which the same governance problem recurs at higher altitudes โ€” applies here as well. Pandemic governance is not a one-off problem. The infrastructure built between 2020 and 2022 (the health-code system, the centralised-quarantine architecture, the grid-management mobilisation template) remains operationally available. The political-economy lessons (policy lock-in under identity-political fusion, asymmetric exit problems, the data-transparency cost of unilateral mortality-counting) are durable. The next pandemic, whenever it arrives, will be governed in part by what was built and what was learned in this arc. The corpus's task is to document the arc accurately enough that the lessons can be drawn responsibly โ€” neither in celebration nor in condemnation, but with the analytical honesty that the magnitude of the events demands.
