7. The Party-State-Resilience Question: The System's Adaptive Capacity at Eighty
7.1 The Trend

(3) The welfare build-out's reality: social-insurance pooling, rural pension floor, migrant-service conversion (CN-G-04) β the structural-concession scoreboard. (4) Civil-service application numbers and private-sector hiring as the risk-appetite gauge. (5) Emigration and capital flight: runxue in visa data, EB-5/golden-visa demand, and net errors-and-omissions in the balance of payments. (6) The repression-investment ratio: domestic-security budget growth against social spending growth, where the published series permit [TBD-VERIFY: the domestic-security line has been progressively obscured in national budget documents]. 8. Synthesis: Four Equilibria for 2030s China

The growth model fails faster than the technology bet pays: deflation entrenches, growth slides through the 2s, the fiscal reconstruction never arrives, and the system's response is Section 7's brittle-stability track β more surveillance, more ideology, more state employment, less dynamism β with nationalism carrying rising legitimacy weight and the Taiwan file correspondingly more dangerous as the only unambiguous deliverable left. Signature indicators: nominal GDP persistently below real; consumption share flat or falling; repression-investment ratio rising; emigration and capital flight accelerating; propaganda shifting from prosperity to struggle and sovereignty.
Equilibrium 4 β Succession-crisis turbulence (the tail scenario). The Section 2.3 contested transition arrives β death or incapacitation without an heir β and the system's institutionalised everything-except-the-apex design is tested. The range of outcomes inside this equilibrium is itself wide: a swift collective settlement that shades into Equilibrium 1's reform-under-pressure variant (the optimistic reading of 1976β78: crisis, then the great pivot); a prolonged factional freeze with policy paralysis; or, in the worst conjunction, a legitimacy-seeking escalation on the Taiwan file by a contender or a weakened collective. Signature indicators (necessarily short-fused): schedule anomalies and protocol changes around the leader; CMC composition instability; propaganda incoherence across organs; provincial leaders' public-loyalty behaviour diverging. The corpus's judgment: low probability in any given year, non-trivial cumulative probability across a fifteen-year horizon anchored on a man in his eighth decade, and the highest-consequence branch in the set.
8.2 What Distinguishes Them Early
Three crosscutting observables carry the most discriminating power before 2030. First, the 2027 Congress personnel test: an heir-track elevation points to Equilibrium 1; a loyalist-only refresh with Xi unconstrained points to 2 (or 3, depending on the economy); the Congress is the cheapest, highest-information single event on the calendar. Second, the consumption share of GDP: it is the one number that simultaneously measures the growth-model fork (Section 3), the welfare build-out (Section 7), and the leadership's planning horizon β rising share points to 1 or the benign variant of 2; flat share under slowing growth points to 3. Third, the CMC purge-and-readiness pattern: stabilised military leadership plus accelerating stockpiles would mark the dangerous variant of 2; continued command churn argues for deferral on Taiwan but also for the information-degradation reading that feeds 4. An observer tracking only these three through 2027β2030 will know most of what this document can teach β with the standing caveat that the system's opacity is itself adaptive, and every indicator listed here is one the party knows outsiders watch.
9. Conclusion
The six questions of this document are one question asked six ways: can a party-state that has institutionalised everything except the transfer of supreme power convert the world's largest manufacturing system, a closing demographic window, and an unprecedented surveillance capability into durable national power β without the succession omission, the demand deficit, or the Taiwan decision converting one of its strengths into the system's undoing? The 2012β2026 record gives a double answer, and the corpus declines to collapse it. The Chinese party-state has been far more capable than its obituarists allowed β it built the EV-battery-solar complex while under technological siege, absorbed a property bust that would have produced a financial crisis in most systems, ended a pandemic policy and survived the ending, and held social order through the sharpest growth deceleration of the reform era. And it has been far more brittle than its admirers allow β unable to adjust its leader's signature policy until protests forced it, consuming its own military command in a loyalty spiral, deferring every structural reform whose cost falls inside the incumbent's horizon, and entering its founder-figure's eighth decade with no answer to the question every Leninist system has eventually been broken by.
The 2030s will be decided by which of those two systems β the capable one and the brittle one β is the real one, and the corpus's working answer is that they are the same system, which is why the scenarios fork so widely. The discipline for tracking the fork is the one this document has applied throughout: scenarios, not predictions; indicators, not prophecy; the country's own institutional logic first. The four equilibria of Section 8 are falsifiable frames, and the indicator sets attached to each section are the falsification apparatus. This document should be revisited at minimum after each Party Congress (2027, 2032, 2037), after each Five-Year Plan's adoption, and after any event that moves a tail scenario toward the centre β an heir elevation or a CMC vice-chairman's fall, a consumption-share inflection, a verified EUV milestone, a blockade exercise that does not end, or the first unscheduled absence that the propaganda system cannot explain. Until then, techno-authoritarian consolidation remains the way to bet for the decade's first half β and the questions remain open, which is what makes them worth asking.
