The Ukrainian Soviet Socialist Republic had hosted some of the most-significant Soviet defence-industrial enterprises: the Antonov design bureau and aircraft factory in Kyiv (founded 1946, designer and manufacturer of the An-22, An-124 Ruslan, and An-225 Mriya); the Pivdenmash (Pivdenne Machine-Building Plant / former Yuzhmash) missile-and-space complex in Dnipro (Dnipropetrovsk, manufacturer of the R-36 / SS-18 Satan heavy intercontinental ballistic missile and the Zenit space launcher); the Malyshev Plant in Kharkiv (T-64, T-80UD, T-84 main-battle-tank production); the Kharkiv Tractor Plant (KhTZ, BMP and armoured-personnel-carrier production with dual civilian-tractor lines); the Kharkiv Morozov Machine-Building Design Bureau (KMDB, the principal Ukrainian tank-design bureau); the Motor Sich aero-engine manufacturer in Zaporizhzhia (helicopter and aircraft engines, including the TV3-117 series powering most Russian and Ukrainian military helicopters); the 61 Communards Shipyard in Mykolaiv (the principal Ukrainian shipbuilding facility, formerly producing Soviet aircraft carriers); and notable radar, electronics, and precision-machining enterprises distributed across the eastern and southern oblasts.

The post-1991 trajectory of this inheritance was characterised by three structural features. First, chronic underinvestment: through the 1990s and 2000s, Ukrainian defence-industrial spending averaged approximately 1.0–1.5 per cent of GDP, well below the 2.0–2.5 per cent NATO benchmark, with the defence-industrial-base sub-component receiving an even smaller share. The Antonov airframe-design bureau struggled to bring the An-148, An-158, and An-178 regional and military transport aircraft to serial production at competitive scale; Pivdenmash's missile-and-space business contracted sharply after Russian-orbital-launch contracts ceased in 2014; the Malyshev Plant's T-84 Oplot main-battle tank was sold to Pakistan and Thailand but never achieved domestic-scale production. Second, export orientation toward post-Soviet, South Asian, and African markets: Ukrainian arms exports through Ukrspecexport (the state arms-trading enterprise) averaged $1.0–1.5 billion annually through the 2000s and 2010s, with India, Pakistan, China, Iraq, Sudan, Algeria, and Russia (until 2014) the principal customers. Third, weak NATO-standards production: the defence-industrial base remained oriented to Soviet-legacy production standards through the 2010s, with NATO-interoperability investments concentrated in software, command-and-control, and limited weapons-conversion programmes rather than in production-line transformation.

The December 2010 establishment of Ukroboronprom under Presidential Decree No. 1245 of 28 December 2010 (signed by President Yanukovych) consolidated approximately 130 state-owned defence-industrial enterprises into a single conglomerate holding company subject to direct Cabinet-of-Ministers oversight. The 2011 Law on Specific Features of Management of State-Owned Defence-Industrial-Complex Enterprises (Law No. 3531-VI) provided the legal framework. The Yanukovych-era Ukroboronprom (under General Director Dmytro Salamatin, 2010–2012; subsequently Serhii Hromov and Yuriy Tereshchenko) was repeatedly criticised in Bihus.info and Ukrayinska Pravda investigations for opacity in pricing, supplier-favouritism, and politically-connected procurement, with significant export-revenue diversion allegations. The post-Maidan reconstitution of Ukroboronprom (under Roman Romanov 2014–2018; Pavlo Bukin 2018–2020; Yuriy Husev 2020–2022; Yuriy Husev/Iuri Husev variant transliterations) introduced incremental governance reforms but did not produce structural transformation.

The 2014 loss of Crimea–Donbas industrial assets was the most-consequential pre-2022 shock to the Ukrainian defence-industrial base. The annexation of Crimea (UA-C-01) removed the Feodosia shipbuilding and ship-repair complex, the Sevastopol naval-electronics enterprises, and the Crimean precision-instrumentation facilities. The Donbas war (UA-C-02) removed the Luhansk Cartridge Works (small-arms ammunition), the Donetsk Topaz radar-electronics enterprise (the principal Ukrainian radar manufacturer pre-2014, whose facilities and intellectual property were partially relocated to Kyiv), the Snizhne explosives plant, the Horlivka chemical-and-explosives complex, and considerable precision-machining capacity around Donetsk. Estimates of the cumulative defence-industrial output reduction from the 2014 territorial losses ranged from 25 to 40 per cent depending on measurement basis [TBD-VERIFY], with the Donbas industrial losses considerably more significant in volume than the Crimea losses. The 2014–2022 reconstruction of these capacities — primarily through relocation, replacement-equipment imports, and new facility construction in the Dnipro, Kharkiv, Kyiv, and Lviv regions — was meaningful but incomplete by 24 February 2022.

The Motor Sich saga (2014–2022) was the principal pre-2022 episode demonstrating the geopolitical-strategic stakes of Ukrainian defence-industrial control. Motor Sich, the Zaporizhzhia-based aero-engine manufacturer founded in 1907 and led from 1989 by Vyacheslav Bohuslayev, was a privately-controlled defence-industrial asset of strategic significance — its TV3-117 turboshaft engines powered the material majority of Russian, Indian, Chinese, and other post-Soviet military-helicopter fleets. In 2016, the Chinese company Skyrizon (formally Beijing Skyrizon Aviation Industry Investment Co., a unit of Beijing Xinwei Group) acquired a controlling interest in Motor Sich through a series of share transactions, triggering immediate US and Ukrainian-national-security concerns. The Trump-1 administration repeatedly demanded that the transaction be blocked; the National Security and Defence Council of Ukraine imposed sanctions on Skyrizon's Ukrainian acquisitions in March 2021; in January 2023, the Ukrainian government nationalised Motor Sich under wartime emergency powers, with Bohuslayev simultaneously arrested by SBU on treason charges related to alleged collaboration with Russian forces (charges he denied; trial proceedings continued through 2024). The Motor Sich episode is the canonical pre-2022 case demonstrating the convergence of foreign-investment-screening, anti-oligarchic, anti-Russian-influence, and wartime-nationalisation logics in Ukrainian defence-industrial governance.

The immediate pre-invasion baseline (January–February 2022) therefore consisted of a defence-industrial complex that combined: (i) approximately 130 Ukroboronprom-affiliated state-owned enterprises with chronic underinvestment and significant governance concerns; (ii) a partial reconstruction of the 2014-lost Donbas industrial capacity; (iii) a small but expanding private-sector defence-tech ecosystem (including Antonov-Drones, MILREM Robotics' Estonian-Ukrainian operations, the Ukrainian Defence Tech Industries Association, and a handful of FPV-drone-component manufacturers); (iv) the contested Motor Sich case; (v) limited NATO-standards integration despite the post-2019 constitutional-amendment NATO-trajectory codification (UA-F-01). The 24 February 2022 invasion struck this baseline at a moment of incomplete transition.

3. The 24 February 2022 Invasion and the Westward Factory Dispersal

The Russian operational design for the February–April 2022 phase of the invasion explicitly targeted Ukrainian defence-industrial nodes within the first ten days. The 24 February 2022 missile-and-air-strike opening salvo included precision strikes against the Pivdenmash complex in Dnipro (the missile-and-space facility, struck on 25 February 2022 and intermittently across subsequent months), the Antonov aircraft factory and the adjacent Hostomel airfield (the 24 February 2022 Russian airborne assault on Hostomel was repulsed by Ukrainian forces but resulted in the destruction of the An-225 Mriya on 27 February 2022 — the largest cargo aircraft in the world, undergoing maintenance at Hostomel at the moment of the assault), and various Ministry of Defence and SBU command-and-control nodes in Kyiv. The Russian operational expectation, as subsequently documented in Russian-military-press analysis and Western open-source reconstruction, was that Ukrainian defence-industrial capacity would be either captured (in the Kyiv, Kharkiv, and Mykolaiv axes) or rendered inoperable (through standoff strikes) within the first phase of the operation.

The Ukrainian response — formalised through Council of National Security and Defence Decision No. 64/2022 of 24 February 2022 (establishing martial law) and subsequent Cabinet of Ministers resolutions on industrial-base protection — combined three lines of effort that together restructured Ukrainian defence-industrial geography within ninety days. The first line of effort, westward relocation, prioritised the movement of mobile production capacity from the eastern and central Dnipro–Kharkiv axis to the western Lviv–Ternopil–Khmelnytskyi–Vinnytsia–Ivano-Frankivsk pentagon. Major industrial-relocation projects across March–May 2022 included partial Antonov-subassembly relocation, the relocation of Kharkiv-based precision-machining capacity to Lviv-area facilities, and the establishment of new hardened-or-underground production sites for sensitive sub-components. The Ukrainian government's State Programme for the Development of the Defence-Industrial Complex (revised under martial-law conditions through 2022 Cabinet resolutions) provided the financial framework for this relocation; precise expenditure figures remain classified [TBD-VERIFY].

The second line of effort, decentralised small-workshop manufacturing, was the principal organisational innovation of the post-February 2022 mobilisation. As the FPV-drone proliferation expanded through mid-2022 — initially driven by the Aerorozvidka volunteer technical organisation (active since 2014, originally as a Maidan-era IT-volunteer collective) and by the Come Back Alive foundation (the principal volunteer-defence-fundraising organisation, founded 2014 by Vitaliy Deynega) — production architecture diverged sharply from the inherited Soviet-conglomerate model. Hundreds of small workshops, garage operations, university-laboratory-attached production lines, and converted-commercial-premises sites began assembling FPV airframes, electronic-warfare-jamming equipment, mortar rounds, drone-bombs, and ground-robotic systems at distributed locations across western and central Ukraine. The Ukrainian Defence Tech Industries Association (UDTIA) and subsequent industry-coordination bodies served as informal coordinating platforms. The Brave1 platform (Section 5) subsequently formalised this distributed-production architecture into a state-supported framework, but the underlying organisational pattern was established by the volunteer-and-private-sector mobilisation of 2022.

The third line of effort, preservation of high-value strategic-industrial nodes through air-defence prioritisation, used the limited available Ukrainian and Western-supplied air-defence assets to protect the surviving Dnipro–Kharkiv–Lviv triangle. The Pivdenmash facility in Dnipro, the Malyshev Plant in Kharkiv (despite proximity to the Russian border), the Antonov complex in Kyiv, the Motor Sich complex in Zaporizhzhia (despite intermittent strikes), and the Lviv-area new-construction facilities all received priority air-defence coverage as Patriot (from April 2023), IRIS-T (from October 2022), NASAMS (from November 2022), and other Western-supplied systems became available. The Ukrainian Buk and S-300 inherited systems provided the principal area-defence coverage through 2022, supplemented by the Ukrainian-developed Neptune anti-ship missile system (whose 14 April 2022 sinking of the Moskva — discussed in Section 8 — was the most-significant operational employment of Ukrainian-indigenous strategic capability in 2022).

The Lviv–Dnipro–Kharkiv triangle emerged through 2022 as the dominant industrial axis of post-invasion Ukraine. Lviv anchored the western new-construction-and-relocation cluster, with marked Polish-and-Western-investor-attached facilities being announced through 2023–2024 (Rheinmetall Lviv ammunition production, KMW MRO facilities). Dnipro retained the missile-and-space-industrial capacity around the surviving Pivdenmash facilities and developed significant drone-production capacity. Kharkiv — despite continuous Russian artillery and missile threats throughout 2022–2024 — retained the Malyshev Plant and KhTZ tank-production capacity at reduced scale, and emerged as a significant FPV-drone-production node hosting hundreds of small workshops. Kyiv retained Antonov, SBU and General Staff command-and-control infrastructure, and the bulk of the post-2022 Brave1-affiliated defence-tech-start-up ecosystem. Zaporizhzhia retained Motor Sich (under nationalised management from January 2023). Mykolaiv's shipbuilding capacity was largely lost in 2022 due to proximity to Kherson-axis Russian operations and was partially relocated. Odesa's port-industrial complex and shipbuilding facilities operated under continuous threat through 2022 but retained notable naval-drone-development capacity, hosting much of the Magura-V5 marine-drone-development work.

The April–May 2022 Russian withdrawal from the Kyiv axis (UA-E-02) — completed by 31 March 2022 — produced the first opportunity for industrial-base stocktaking. The Bucha massacre (UA-E-03) revealed the scale of Russian operational behaviour in occupied territories; concurrent damage assessments of Antonov, Hostomel, and Kyiv-area defence-industrial sites revealed considerable but recoverable damage. The May–November 2022 stabilisation phase — punctuated by the September 2022 Kharkiv counteroffensive and the November 2022 Kherson liberation (UA-E-05) — allowed the dispersal-and-relocation effort to consolidate. By the end of 2022, Ukrainian defence-industrial output had recovered to a meaningful fraction of pre-war capacity in some segments (small arms, mortar rounds, drone airframes) while remaining material below pre-war capacity in others (tank manufacturing, large-calibre artillery rounds, aero-engine production).

The organisational learning from the 2022 dispersal phase shaped subsequent reforms. The pre-2022 conglomerate model — large state-owned-enterprise facilities operating under Soviet-legacy production methods — proved poorly adapted to wartime survival. The distributed-workshop model — networks of small, replaceable, dispersed production sites operating under digital-procurement-coordination — proved much more resilient. The post-2023 Brave1 platform, the UDI corporatisation, and the DPA–DOT procurement architecture (Section 9) collectively institutionalised this organisational-learning lesson into formal architecture. The 2022 dispersal episode is therefore not merely a logistical-relocation event but the operational-experiential foundation of the subsequent structural-reform sequence.

4. The 2022–2023 Defence-Industrial Mobilisation: Private-Sector Takeoff and the Ukroboronprom-to-UDI Corporatisation

The mid-2022 to mid-2023 period saw the private-sector takeoff that transformed Ukrainian defence-industrial mobilisation from a state-conglomerate-dominated model to a hybrid public-private architecture. Three categories of private-sector entry shaped this transformation. First, defence-tech start-ups and SMEs: hundreds of Ukrainian start-ups — many founded by Maidan-and-IT-sector veterans who had pivoted to defence-tech after February 2022 — entered the FPV-drone, ground-robotic, electronic-warfare, and software segments. Examples include the FPV-drone manufacturers Wild Hornets (Skhid / Eastern Front affiliated), Skyfall, Vyriy Drone, the ground-robotic manufacturers (Roboneers, Tencore, ARK Robotics), and the electronic-warfare specialists (Kvertus, Vidar). The Ukrainian Defence Tech Industries Association registered approximately 250 firms by mid-2023, expanding to over 1,000 by end-2024.

Second, Ukrainian-private-sector consolidation around mature defence companies: enterprises such as the Ukrainian Armor Group (armoured-vehicle manufacturer), Roshel Senator (the Canadian-Ukrainian-affiliated Roshel armoured-vehicle group, particularly its Senator MRAP production for Ukrainian forces from mid-2022), Practika (Kozak armoured-vehicle production), and the previously-private elements of Motor Sich (until its January 2023 nationalisation) operated at marked expanded scale to supply Ukrainian Armed Forces demand. The Ukrainian Armor Group's Varta and Novator armoured-vehicle production lines expanded from low-hundreds annual output to multi-hundred capacity.

Third, dual-use IT-sector pivot to defence applications: Ukrainian-IT-sector firms with prior commercial-software focus — many operating under the Diia.City tax regime (UA-G-02) — pivoted significant capacity to defence-software development. Targeting software, battle-management systems, drone autonomy and swarming software, electronic-warfare counter-measures software, and intelligence-fusion software all developed notable through this IT-sector defence-pivot. The post-2022 Army of Drones programme (Section 5) and the Brave1 platform institutionalised this dual-use IT-defence integration into formal coordination structures.

The MILREM Robotics episode (2022–2023) is representative of the integration of Western private-sector defence-tech firms into Ukrainian operations. MILREM Robotics, the Estonian unmanned-ground-vehicle manufacturer (developer of the THeMIS unmanned ground vehicle), supplied units to Ukrainian forces from mid-2022 and established Ukrainian operational-training and field-modification capacity. Similar episodes occurred with the Polish-Ukrainian Krab self-propelled-howitzer production (the Hutas Stalowa Wola HSW-supplied Krab artillery system, with considerable Polish-Ukrainian co-production discussions through 2023–2024) and with various Baltic, Czech, and Nordic defence-firm partnerships. The Defence Industries Forum (October 2023, Kyiv) was the first principal multilateral platform formalising these bilateral Western-Ukrainian defence-firm relationships.

The Ukroboronprom-to-UDI corporatisation under Law No. 3018-IX of 21 March 2023 (signed by President Zelensky 13 April 2023, entering into force 14 April 2023) was the most-consequential structural reform of the Ukrainian state-owned-defence-industrial base since 1991. The law's principal provisions included: (i) corporate transformation: the Ukroboronprom holding company would be transformed into a joint-stock company subject to the Law on Joint-Stock Companies, with the state as 100 per cent shareholder represented by the Cabinet of Ministers through the Ministry of Strategic Industries; (ii) supervisory-board governance: an independent supervisory board with majority-independent members (including international members where security clearances permitted) would oversee general management and strategic direction; (iii) transparent procurement protocols: procurement procedures would be aligned with the Prozorro and Prozorro.Sale open-procurement frameworks, with classified exceptions narrowly defined; (iv) IFRS-compliant audit: annual financial statements would be audited to International Financial Reporting Standards by Big Four auditors; (v) IPO-track preparation framework: non-strategic subsidiaries would be prepared for post-war privatisation through transparent valuation, due-diligence, and structuring processes.

The JSC Ukrainian Defense Industry (UDI) was formally registered on 11 July 2023 as the successor entity to Ukroboronprom. Herman Smetanin — a 27-year-old engineer who had been Director General of the Malyshev Plant since 2022 — was appointed General Director on 24 June 2023. The supervisory-board composition was completed across late 2023 with international members including David Lomjaria (Georgian, supervisory-board chair from late 2023 [TBD-VERIFY]), with other international independent members drawn from European and US defence-industrial-governance backgrounds. The UDI's initial focus areas through 2023–2024 included: artillery-ammunition production-line expansion (with a target of multi-million-round annual capacity for 152mm and 122mm rounds compatible with Soviet-legacy artillery and the parallel 155mm NATO-standard transition); armoured-vehicle MRO and new production; missile-and-space subsystems through the Pivdenmash subsidiary; and aero-engine production through the recently-nationalised Motor Sich.

The Minister of Strategic Industries succession — Pavlo Riabikin (the inaugural minister from November 2021, retained until 21 March 2023); Oleksandr Kamyshin (former Ukrzaliznytsia / Ukrainian Railways head, appointed 21 March 2023, served until September 2024); Herman Smetanin (appointed Minister of Strategic Industries 4 September 2024 following Kamyshin's departure to the Office of the President as Presidential Adviser on Strategic Issues) — provided the political-leadership continuity for the corporatisation and subsequent reforms. Kamyshin's tenure (March 2023 – September 2024) was the principal architectural-reform phase: he oversaw the UDI law's passage and implementation, the early Brave1 launch coordination, the Western-joint-venture announcement sequence (Rheinmetall, KNDS, BAE), and the post-2023 procurement-architecture reform. Smetanin's appointment in September 2024 (succeeding both as Minister and as the principal political driver of the defence-industrial-mobilisation agenda) consolidated the reform trajectory into a more integrated production-side coordination posture.

The financial architecture supporting the 2022–2023 mobilisation combined: (i) wartime defence-budget allocations of approximately 20–25 per cent of GDP (the highest defence-spending share of GDP of any European state since 1945, with 2023 defence spending of approximately $40 billion against GDP of approximately $160–170 billion); (ii) Western military-aid in-kind contributions (approximately $80–100 billion cumulative through end-2023 across US, EU, UK, Canadian, and other donor flows, primarily in equipment-and-ammunition deliveries rather than cash); (iii) Western-fund-flow-supported domestic-production contracts (with EU European Peace Facility, NATO trust funds, and bilateral arrangements financing some Ukrainian-domestic-production output); (iv) the Army of Drones and Come Back Alive civic-fundraising flows (cumulatively approximately $400 million through 2024). The wartime macroeconomic-stabilisation architecture (UA-G-01) — anchored by the IMF EFF, EU MFA+ and Ukraine Facility, World Bank PEACE, and the G7 ERA mechanism — provided the broader financial framework within which the defence-industrial budget operated.

The Defence Industries Forum (Kyiv, 28–29 September 2023; the first such event) was the principal coming-out moment for the post-2022 Ukrainian defence-industrial mobilisation as a Western-engagement platform. Over 250 defence companies from approximately 30 countries attended, with meaningful announcement-and-MOU sequences (Rheinmetall's expanded commitments, the Drone Coalition pre-announcement, KNDS engagement). The forum's October 2023 Kyiv iteration was followed by the May 2024 Berlin iteration (concurrent with the Berlin URC, UA-G-02), establishing a sustained multilateral-coordination calendar. The forum sequence has been the principal venue for the announcement and progressive consolidation of Western-Ukrainian joint-venture arrangements through 2023–2025.

By the end of 2023 — twelve months before the December 2023 Zelensky one-million-drones commitment — the Ukrainian defence-industrial mobilisation had achieved the structural conditions for the subsequent 2024–2025 scale-up: the corporatised UDI provided a reformed state-owned-enterprise platform; the Brave1 platform (Section 5) provided the innovation-and-grant architecture; the private-sector ecosystem provided distributed production capacity; the Western-joint-venture sequence had been announced and was entering operationalisation; the procurement-architecture reform (Section 9) had begun under the post-September 2023 Umerov tenure. The 2022–2023 phase is therefore best understood not as a period of full mobilisation but as the structural-preparation phase whose institutional outputs enabled the subsequent 2024–2025 scale-up.

5. The Drone Revolution: Bayraktar TB2, FPV Mass Production, the Brave1 Platform, and the Army of Drones

The drone revolution is the most-distinctive operational-and-industrial feature of the 2022–2025 mobilisation arc, and its trajectory moves through three overlapping phases. The Bayraktar TB2 phase (February–April 2022) was the opening episode and the most-iconic Western-attention-capturing element of the early war. The Turkish-built TB2 medium-altitude long-endurance armed reconnaissance drone, manufactured by Baykar Defence (founded by Selçuk Bayraktar, son-in-law of Turkish President Recep Tayyip Erdoğan), had been progressively delivered to Ukraine from 2019 onwards under a series of bilateral arrangements; approximately 20 airframes were in Ukrainian inventory by 24 February 2022, with further deliveries arriving through spring 2022. The TB2's performance during the Kyiv defence (UA-E-02) — destroying Russian armoured columns, supply convoys, and air-defence systems in the Hostomel–Brovary–Chernihiv axes — generated the "Bayraktar Song" cultural phenomenon (a Ukrainian-language patriotic song that became widely viral across spring 2022) and material Western attention. By mid-2022, however, Russian air-defence improvements — particularly the deployment of additional Pantsir-S1, Tor-M2, and Buk-M2/M3 systems in forward areas — degraded TB2 effectiveness to the point that it was withdrawn from primary front-line use by mid-2023 and reoriented to secondary roles (rear-area reconnaissance, Black Sea maritime surveillance, training).

The FPV mass-production phase (mid-2022 – present) is the principal industrial-scale story of the war. First-person-view (FPV) drones — originally a recreational racing-quadcopter category in which the operator sees through a head-mounted display fed by the drone's onboard camera, achieving high-speed manoeuvring through direct visual-feedback control — were adapted by Ukrainian forces from mid-2022 onwards as the principal cost-imposition weapon against Russian armoured vehicles, personnel, and field positions. The FPV-drone-as-loitering-munition concept combined a sub-$1,000 racing-drone airframe with an attached anti-tank grenade, RPG warhead, or improvised explosive payload; the operator flew the drone to the target with direct visual control and detonated the payload on impact. Operational scaling proceeded through three sub-phases: (i) early adoption (mid-2022 – early 2023) by unit-level innovators and the Aerorozvidka network, with production primarily volunteer-organised; (ii) formal-procurement integration (mid-2023 – early 2024) following the April 2023 Brave1 launch and the post-2023 Defence Procurement Agency framework, with production reaching approximately 200,000–500,000 monthly by late 2023; (iii) mass-production scale-up (2024 – present) reaching approximately 100,000–200,000 monthly production rates per major manufacturer and total Ukrainian production of approximately 2.0–2.4 million units in 2024.

The Brave1 platform — formally launched 26 April 2023 as a joint initiative of the Ministry of Digital Transformation (Mykhailo Fedorov), the Ministry of Defence (Oleksiy Reznikov, then Rustem Umerov), the General Staff (initially Valeriy Zaluzhnyi, then Oleksandr Syrskyi from February 2024), the National Security and Defence Council, and the Ministry of Strategic Industries (Oleksandr Kamyshin, then Herman Smetanin) — institutionalised the defence-tech ecosystem into a state-supported architecture. Brave1's operational design combined four functions: (i) grant funding: providing seed grants of $5,000–$50,000 to early-stage defence-tech start-ups and scale-up grants of up to $1 million for mature projects with battlefield-validated capabilities; (ii) expedited certification: providing a fast-track Ministry of Defence and General Staff certification pathway for battlefield-tested innovations, reducing certification timelines from the pre-2022 multi-year norm to weeks-or-months; (iii) marketplace matching: connecting innovators to unit-level demand signals through a digital-platform interface modelled on Ministry of Digital Transformation's Diia user-experience framework; (iv) export-and-investment matchmaking: connecting Ukrainian defence-tech firms with Western defence investors, joint-venture partners, and export customers (under wartime export-control constraints).

By end-2024, Brave1 had registered approximately 1,500 defence-tech firms across approximately 20 product categories (FPV drones, fixed-wing strike drones, marine drones, ground robotics, electronic warfare, counter-UAS systems, targeting software, battle-management systems, demining systems, and others) and had disbursed grants exceeding $50 million [TBD-VERIFY]. The platform's institutional design — combining the Ministry of Digital Transformation's user-facing operational excellence with the Ministry of Defence's procurement-pull and the General Staff's battlefield-feedback — has been the subject of significant Western-policy-community interest as a possible model for Western defence-innovation reform (CEPA reports by Edward Hunter Christie and Kateryna Bondar; RUSI Watling-Reynolds notes; CNAS Pettyjohn-Wasser-Dennis analyses). The Brave1 model has been characterised as the most-significant institutional innovation in Western defence-innovation policy since the US DARPA-and-DIU model and as the principal operationally-mature defence-tech-acceleration platform in any country.

The Army of Drones programme — launched July 2022 under the Ministry of Digital Transformation as a public-private fundraising-and-procurement instrument — operated alongside Brave1 and the Defence Procurement Agency as the third pillar of the drone-mobilisation architecture. The programme combined: (i) civic fundraising through the United24 state-fundraising platform (launched May 2022, also under Ministry of Digital Transformation coordination) and the Come Back Alive foundation; (ii) centralised procurement of drones from Ukrainian and foreign manufacturers; (iii) distribution to Ukrainian Armed Forces units according to General Staff prioritisation. Army of Drones fundraising reached cumulative totals of approximately $400 million by end-2024 [TBD-VERIFY], with significant peaks during major operational episodes (the autumn 2022 Kherson offensive, the 2023 spring offensive preparations, the post-2024 strategic-strike campaigns). The programme's institutional design has been credited by Fedorov and by Western analysts with creating a model of public-private wartime-procurement coordination distinct from both inherited Soviet-style state-procurement and Western contractor-procurement.

The Aerorozvidka volunteer technical organisation — active since 2014 as a Maidan-veteran-and-IT-volunteer collective providing technical innovation to Ukrainian Armed Forces — operated as a critical early-adopter and proof-of-concept actor through the 2022–2023 phase. Aerorozvidka's R18 octocopter-based grenade-dropper, developed pre-2022 and deployed at scale through 2022, was an early proof-of-concept for armed quadcopter operations and informed the subsequent FPV-mass-production architecture. The organisation, formalised under General Staff coordination through 2022–2023, continued to operate as an innovation-pipeline node in the broader ecosystem.

The Unmanned Systems Forces — established by Presidential Decree of 6 February 2024 as a separate service branch of the Ukrainian Armed Forces, the world's first such service branch dedicated to unmanned systems — institutionalised the drone-doctrinal-and-operational architecture into formal command-structure. Initial commander Colonel Vadym Sukharevskyi (appointed June 2024) led the buildout of dedicated unmanned-systems units, training, doctrine, and integration. The service-branch establishment represented the convergence of drone-warfare's operational maturity with formal organisational recognition; no other state had previously elevated unmanned systems to separate-service-branch status. The Unmanned Systems Forces operate alongside the Land Forces, Air Force, Navy, Air Assault Forces, Special Operations Forces, and Territorial Defence Forces as a co-equal service component.

6. The December 2023 One-Million-Drones Commitment and the 2024–2025 Production Scale-Up

President Volodymyr Zelensky's December 2023 one-million-drones commitment crystallised the production register for 2024 and structured the subsequent budget-and-procurement architecture. The commitment was announced 19 December 2023 at Zelensky's year-end press conference and codified in the 28 December 2023 Annual Address to the Verkhovna Rada. The political-strategic logic of the commitment was three-fold: (i) setting a publicly-defensible scale target that would discipline procurement-budget allocation; (ii) signalling to Western donors that Ukraine was scaling indigenous capacity rather than indefinitely dependent on Western supply; (iii) signalling to Ukrainian Armed Forces personnel that drone supply at scale would be available for sustained operations. The one-million target was, in the December 2023 baseline, ambitious but plausible: 2023 total drone production was approximately 300,000–500,000 units across all classes [TBD-VERIFY].

The 2024 production achievement exceeded the one-million target by a significant margin. Ministry of Defence, Ministry of Strategic Industries, and Ministry of Digital Transformation reporting through 2024 indicated total drone production of approximately 2.0–2.4 million units across all classes [TBD-VERIFY: figures range from 1.5 million (more conservative private estimates) to 2.4 million (Ministry of Defence claims)]. The export-control regime restricted some component flows; the Brave1 platform's matchmaking function supported alternative-component-sourcing arrangements.

The 2025 production target was raised to 4.5 million units in Zelensky's December 2024 statements and subsequently confirmed across Ministry of Defence and Ministry of Strategic Industries communications through early 2025. The 4.5-million target represents both the scale required for sustained operations at observed consumption rates and the production-capacity expansion enabled by the 2024 architecture buildout. Through Q1–Q2 2025, production rates approached the trajectory required for the 4.5-million annual target, with monthly production in the 350,000–400,000 unit range. The target was supported by: (i) defence-budget allocations for drone procurement of approximately $3.0–3.5 billion in 2025; (ii) Drone Coalition donor commitments mobilising approximately $1.5–2.0 billion cumulative; (iii) component-supply-chain expansion through European and Asian sourcing; (iv) production-line automation and worker-base expansion across the major manufacturers.

The financial architecture combined four principal flows: (i) the defence-budget drone-procurement allocation (approximately $2.5–3.0 billion in 2024, rising to approximately $3.0–3.5 billion in 2025, with the Defence Procurement Agency as the principal contracting entity); (ii) the Army of Drones programme's public-private fundraising (approximately $400 million cumulative through 2024 [TBD-VERIFY], with civic-fundraising peaks during major operational episodes); (iii) the Drone Coalition's donor commitments (approximately $1.5–2.0 billion cumulative through 2024 [TBD-VERIFY], with disbursement primarily through procurement-funding-for-Ukrainian-manufacturers rather than donor-state-manufactured equipment); (iv) the Brave1 platform's grant disbursements (approximately $50 million cumulative through 2024 [TBD-VERIFY]). The total drone-mobilisation financial envelope across 2022–2025 likely exceeded $10 billion in cumulative spending [TBD-VERIFY].

The procurement architecture for the drone-production scale-up combined three modalities. Direct Defence Procurement Agency contracts with major manufacturers provided the bulk-volume contracting for established producers (Wild Hornets, Skyfall, Vyriy Drone, and others) at multi-thousand-unit-per-month scale. Distributed micro-contracts with smaller workshops — operating through the State Logistics Operator framework or under direct unit-level procurement arrangements — provided the long-tail manufacturing capacity. Army of Drones-mediated centralised purchases passed to General Staff allocation provided an additional procurement track operating in parallel to the formal DPA framework. The combination of these three modalities allowed simultaneous large-manufacturer scale-up and small-workshop proliferation.

The counter-drone challenge has been the principal operational constraint on the drone-mobilisation's effectiveness. Russian electronic-warfare (EW) systems — particularly the Shipovnik-Aero, Pole-21, and various Krasukha-series systems — degraded Ukrainian FPV-drone control links across 2023–2024, requiring continuous innovation in frequency-hopping, secured-link, and fibre-optic-controlled drone variants. The fibre-optic-controlled FPV — using a physical fibre-optic cable spooling out behind the drone in flight to provide jam-resistant control at ranges up to approximately 10–20 km — emerged as a significant innovation across late 2024–2025, with marked production at scale by mid-2025. Russian forces deployed similar fibre-optic FPV systems in parallel. The drone–counter-drone–EW innovation cycle has operated at 6–12-week timescales, with specific drone designs and EW counter-measures requiring continuous adaptation.

The Shahed-counter-drone challenge — addressing Russian Shahed-136 / Geran-2 one-way attack drones launched against Ukrainian critical infrastructure — produced a parallel counter-drone-mobilisation track. Ukrainian responses combined: (i) mobile anti-aircraft-fire teams using small arms, light cannon, and shoulder-fired surface-to-air missiles; (ii) electronic-warfare systems jamming Shahed navigation; (iii) interceptor drones (low-cost specialised counter-UAS drones); (iv) Western-supplied air-defence systems (Patriot, IRIS-T, NASAMS, Gepard self-propelled anti-aircraft gun, and others). The Shahed-attack-and-counter-Shahed-response dynamic has been a sustained feature of the 2023–2025 air-defence operational environment, with Russian Shahed launches escalating from low-hundreds-per-month in 2022 to multi-thousand-per-month rates by 2025 [TBD-VERIFY: exact monthly rates vary across Ukrainian Air Force communications and Western open-source tracking].

7. Long-Range Strike Architecture: Liutyi, Bober, BARS, Palianytsia, Trembita, and the Magura-V5 Marine Drone Fleet

The long-range strike architecture developed across 2023–2025 transformed Ukrainian strategic-deterrent posture from defensive to demonstrably offensive. Six indigenous platforms anchor it: Liutyi, a long-range one-way attack drone (deployed from 2023, production scaled from low tens to hundreds per month by 2024–2025) and the principal platform of the 2024 oil-refinery campaign below; Bober, a shorter-range one-way attack drone used in mass strikes on Russian rear-area infrastructure; BARS, a mid-range attack-drone category; Palianytsia, a cruise-missile-drone hybrid first announced by Zelensky in August 2024 that marked Ukraine's entry into cruise-missile-class production previously confined to Western-supplied Storm Shadow, SCALP-EG, and ATACMS; Trembita, a low-cost pulsejet-powered cruise platform; and Neptune, the anti-ship missile that sank the cruiser Moskva on 14 April 2022, subsequently extended to a land-attack variant striking Crimea and southern Russian targets. At sea, the Magura-V5 uncrewed surface vessel — developed with GUR as principal operational lead, deployed from late 2022 — became the principal Black Sea Fleet attrition platform of 2023–2024 (Section 8), with later variants adding missile-launch capability including anti-air use against Russian helicopters.

The 2023–2024 oil-refinery campaign is the principal demonstration of mature long-range-strike capability in cumulative operational form. Russian oil-refining infrastructure across European Russia was struck repeatedly through 2024 — major refineries hit included Tuapse, Volgograd, Ryazan, Nizhny Novgorod, and Salavat (the last at roughly 1,500 km from the front line, demonstrating mature long-range reach) — alongside numerous smaller facilities. Cumulative offline refining capacity at peak periods reached an estimated 12–20 per cent of Russian total refining capacity, with significant downstream effects on Russian fuel-price stability and export revenues [TBD-VERIFY: estimates vary across KSE Institute, IEA, S&P Platts, and Reuters reporting]. Western analysts (KSE Institute, CEPA, IISS) have credited the campaign with imposing significant economic-and-strategic costs on Russia through the targeting of a politically sensitive infrastructure category.

The doctrinal logic of the long-range strike campaign combined three lines of effort: (i) economic-cost imposition through refinery and energy-infrastructure targeting, degrading Russian fuel supply and export revenues; (ii) strategic-air-defence cost imposition, forcing Russian deployment of air-defence assets to defend deep-rear infrastructure rather than concentrating at the front; (iii) operational-asset attrition, particularly through strikes on military-industrial nodes, ammunition-storage depots, and (in the June 2025 Spider's Web operation) strategic-aviation airbases. The campaign has operated under explicit Ukrainian strategic-communication framing as proportionate response to Russian strikes on Ukrainian critical infrastructure (UA-G-02 §9 on the 2024 distributed-generation pivot).

Western-supplied long-range systems operated alongside the indigenous platforms: Storm Shadow/SCALP-EG (British and French air-launched cruise missiles, from May 2023, used principally against Crimea infrastructure including the Sevastopol naval headquarters); ATACMS (US ballistic missiles, from October 2023, with range extended to about 300 km from April 2024); HIMARS GMLRS (the principal Western-supplied precision-strike system from June 2022); and Taurus KEPD-350 (the German cruise missile, its delivery debated through 2023–2024 with eventual partial deliveries [TBD-VERIFY exact delivery timeline]). The combination produced a layered long-range-strike architecture in which Western systems addressed harder-target deep-strike requirements and indigenous systems addressed mass-volume strike requirements at lower per-shot cost.

The Army of Drones – Long-Range sub-programme, the Ministry of Defence's strategic-strike directorate, and GUR/SBU's special-strike-operations capabilities collectively constitute the institutional architecture coordinating the long-range-strike effort. Operational planning combines General Staff targeting prioritisation with GUR and SBU special-operations execution for the most-sensitive strikes (including Spider's Web). The institutional coordination has matured significantly across 2023–2025 from initially ad-hoc arrangements to formalised inter-agency procedures.

8. The Black Sea Fleet Attrition Campaign and the 1 June 2025 Operation Spider's Web

The Black Sea Fleet attrition campaign stands among the most-consequential maritime-strategic episodes of the war and represents the most-significant peacetime-to-wartime degradation of a major naval fleet since 1945. The campaign's cumulative effect — by mid-2024 — was the reduction of Russian Black Sea Fleet operational capacity by an estimated 30–50 per cent across vessel categories (depending on measurement basis), the displacement of major surface-combatant operations from Sevastopol and Crimea to Novorossiysk, and the de facto reopening of Ukrainian Black Sea grain-export shipping lanes (UA-F-05) after the July 2023 Russian withdrawal from the Black Sea Grain Initiative.

The 14 April 2022 sinking of the cruiser Moskva (Project 1164 Slava-class, the Black Sea Fleet flagship and the largest Russian naval vessel lost since 1945) was the campaign's opening episode. The Moskva was struck by two indigenous Neptune anti-ship missiles fired from Ukrainian-controlled territory near Odesa, with reports of accompanying TB2 drone-distraction and degraded Russian air-defence coverage. The strike, confirmed by Ukrainian sources within days and acknowledged by Russian authorities with attribution to a "fire-and-ammunition-explosion incident" (not attributed publicly to Ukrainian missile attack), was a strategic-symbolic event of the first order: it demonstrated Ukrainian indigenous anti-ship-missile capability against a major surface combatant and inaugurated the campaign's subsequent trajectory.

The 2022–2023 phase of the campaign saw cumulative Russian Black Sea Fleet losses through a combination of strikes on port facilities, dockyards, and individual vessels. Western-supplied Storm Shadow / SCALP-EG cruise missiles (from May 2023) enabled deeper strikes on Sevastopol naval infrastructure. The 22 September 2023 strike on the Sevastopol Black Sea Fleet headquarters by Storm Shadow missiles destroyed notable command-and-control infrastructure, killing senior Russian officers [TBD-VERIFY casualty figures] and marking the campaign's most-symbolic interior-Crimea strike to that date. The Magura-V5 marine-drone phase (2023–2024) shifted the campaign's principal striking instrument from missile to marine drone, with significant cost-imposition advantages: the Magura-V5 per-unit cost was approximately $250,000 (compared to multi-million-dollar costs for Western-supplied cruise missiles), and the marine-drone signature is much more difficult to detect and intercept than missile signatures. Major operational successes included:

  • 14 February 2024 sinking of the Tsezar Kunikov (Project 775 Ropucha-class landing ship), the second confirmed sinking of a major Russian surface combatant by a marine drone.
  • 5 March 2024 sinking of the Sergei Kotov (Project 22160 patrol ship, a relatively new vessel commissioned 2022), striking off Crimea.
  • 31 January 2024 sinking of the Ivanovets (Project 1241 missile boat), demonstrating effectiveness against smaller fast-attack vessels.
  • Cumulative LST and patrol-vessel losses through 2024 estimated at 8–12 vessels across the Project 775 Ropucha-class, Project 22160 patrol-ship, Project 1241 missile-boat, and other categories [TBD-VERIFY].
  • 24 March 2024 strike on the large landing ship Kostiantyn Olshansky (a captured former Ukrainian Project 775 vessel under Russian operation), damaging it significantly.

By mid-2024, the cumulative attrition produced the Russian Black Sea Fleet relocation from Sevastopol to Novorossiysk for most operational surface units. The relocation removed the maritime threat to Odesa, reopened Ukrainian Black Sea grain-export shipping lanes (the post-July 2023 Ukrainian Maritime Corridor operating outside the formal Black Sea Grain Initiative framework), and represented a strategic-geographic shift in Black Sea naval balance not seen since the 1856 Treaty of Paris demilitarisation provisions.

The 1 June 2025 Operation Spider's Web (Pavutyna) was the highest-resolution demonstration of mature Ukrainian long-range-strike-and-special-operations capability. The operation, executed under SBU direction (Head Vasyl Maliuk) with reported coordination from the Office of the President (Yermak) and GUR, struck five Russian strategic-aviation airbases simultaneously through a coordinated cross-territory operation:

  • Olenya airbase (Murmansk Oblast, in the Russian Arctic, hosting Tu-22M3 Backfire long-range bombers).
  • Engels-2 airbase (Saratov Oblast, the principal Tu-160 Blackjack and Tu-95MS Bear-H strategic-bomber base).
  • Belaya airbase (Irkutsk Oblast, eastern Siberia, approximately 4,300 km from Ukrainian-controlled territory and the operation's most-distant target; hosts Tu-22M3 and Tu-95MS).
  • Diaghilevo airbase (Ryazan Oblast, central European Russia).
  • Ivanovo Severny airbase (Ivanovo Oblast, hosting A-50 Mainstay AEW&C aircraft according to some reports).

The operation's execution architecture involved long-distance pre-positioning of small FPV-derived strike drones concealed inside shipping containers transported into Russian territory over an extended preparation period (reportedly months); the containers were positioned near the target airbases; on 1 June 2025, the containers opened simultaneously and released the drones for autonomous-or-piloted attack on the aircraft parked on the airfields. The cross-territory operational-security required for such a coordinated strike — pre-positioning equipment across multiple geographically dispersed targets without detection — represented SOF-grade special-operations execution at strategic scale.

Ukrainian SBU claims of strategic-bomber losses (Tu-95MS, Tu-22M3, possibly A-50) were subsequently assessed by Western open-source analysts (DFRLab, War on the Rocks, IISS, KSE) as plausibly including 10–15 strategic-aviation airframes destroyed or significantly damaged, with the precise breakdown disputed [TBD-VERIFY: SBU and Western analyst assessments diverge; Russian acknowledgement has been limited]. The operation's political-symbolic effects included: (i) reframing the Russian air defence and strategic-nuclear-force-asset-protection challenge from a notional possibility to a demonstrated operational reality, with significant ramifications for Russian future force-protection investment; (ii) reframing the Ukrainian-Western negotiating posture, demonstrating that Ukrainian capability did not require Western-system-dependence at the upper end of strategic strike; (iii) generating a considerable Western-policy-community debate about the broader implications for strategic-bomber-force-protection in any peer-conflict scenario (the post-Spider's-Web analyses across CSIS, IISS, RAND, and other institutions through summer 2025). The operation has been widely characterised by Western analysts as among the most-consequential single special-operations events of the post-1945 period.

9. The Defence-Procurement Architecture: Reznikov, Umerov, Smetanin, the DPA, and the State Logistics Operator

The defence-procurement-architecture reform is the principal governance-track of the post-2022 defence-industrial mobilisation, and its trajectory traces a sustained tension between wartime-mobilisation urgency, anti-corruption-architecture demand, and donor-conditionality pressure. The pre-2022 procurement model — operating principally through the Ministry of Defence's Department of State Defence Procurement and the Ukroboronservis (Ukrainian Defence Service) state-trading enterprise — was characterised by opacity, supplier-favouritism patterns, and limited Prozorro integration. The post-February 2022 wartime expansion produced an immediate procurement-volume increase of approximately 10–20x pre-war levels (with defence-budget allocations rising from approximately $5 billion pre-war to approximately $40 billion in 2023), without commensurate procurement-architecture reform — generating the political-and-scandal pressure that drove the 2023–2024 reform sequence.

The Oleksiy Reznikov tenure as Minister of Defence (December 2021 – September 2023) spanned the immediate pre-invasion period, the 2022 emergency-mobilisation phase, and the 2023 procurement-architecture pre-reform period. Reznikov, a lawyer and former Deputy Prime Minister for Reintegration of Temporarily Occupied Territories, had been appointed Defence Minister in November 2021 in succession to Andriy Taran. His tenure during the immediate-pre-invasion period (December 2021 – February 2022) was characterised by initially measured public posture on the invasion risk (consistent with the broader Zelensky-administration line of late 2021 and early 2022 emphasising calm and economic-stability) followed by emergency operational pivot from 24 February 2022. The post-invasion Reznikov tenure managed: the wartime defence-procurement scale-up; the Western-supply-coordination function (with Reznikov as the principal Ukrainian interlocutor at the Ramstein Ukraine Defence Contact Group); the early defence-industrial-mobilisation coordination; and the 2023 procurement-architecture-reform initiation.

The September 2023 Reznikov resignation — formally announced 4 September 2023 and confirmed in Verkhovna Rada on 5 September 2023 — was triggered by the cumulative pressure of procurement-scandal investigations. The "egg scandal" was the most-symbolic episode: the August 2023 Bihus.info and Slidstvo.info investigations into Ministry of Defence food-procurement contracts revealed pricing of approximately 17 hryvnia per egg in centrally-procured Ukrainian Armed Forces food supplies, against market prices of approximately 7 hryvnia per egg — a 2x-3x inflation. Subsequent reporting documented similar inflated-pricing patterns in winter-clothing procurement (jackets priced significantly above market), boot procurement, and other non-lethal-supply categories. The Rustem Umerov tenure as Minister of Defence (September 2023 – early November 2024 [TBD-VERIFY exact end date]) focused on procurement-architecture reconstruction and meaningful reform. Umerov, a Crimean Tatar former businessman and Verkhovna Rada deputy who had headed the State Property Fund of Ukraine in 2022–2023, brought private-sector-and-public-asset-management background to the role. The post-March 2025 episode's defence-industrial-mobilisation lessons are several. The Ukrainian-government innovation-mobilisation account — articulated through President Zelensky's wartime addresses, Ministry of Strategic Industries and Ministry of Defence communications, Office of the President briefings, and the broader state-narrative architecture — emphasises five principal achievements: (i) the unprecedented scale and pace of the 2022–2025 industrial expansion, with drone production scaling from low-thousands to multi-millions and defence-budget allocations reaching 25 per cent of GDP; (ii) the Brave1-platformised innovation ecosystem as a world-leading defence-tech-acceleration architecture; (iii) the drone-production scaling to multi-million annual capacity establishing Ukraine as a global leader in unmanned-systems production; (iv) the Black Sea Fleet attrition success demonstrating Ukrainian indigenous-capability against a major Russian naval force; (v) Operation Spider's Web as the culminating demonstration of mature strategic capability. The account's evidentiary base is notable — production volumes, operational outcomes, and institutional outputs are documented across Ministry sources and independent verification — but the account is also politically-positioned to support continued Western support and to consolidate domestic political authority.
